Job Description

In October 2020 Patna Municipal Corporation entered into a co-financing agreement with UNFPA to implement the collaborative project Sustainable and inclusive urbanization in Patna; Promoting safe, Healthy and inclusive models for slum development . Diksha Foundation was taken on board as the Implementing Partner (IP) of UNFPA in January 2021. Diksha foundation is a registered NGO with expertise on mobilization, education, health, and other social issues. Diksha Foundation with support from UNFPA implemented Phase-1 of the project which was started in January 2021 covering 50 slums. Diksha Foundation implemented the 6 key components of the project - (a) Slum Development (b) Capacity building of Elected Representatives on citizen engagement (c) Health and GBV (d) Slum Policy (e) Womens Enterprise Development and Eradication of Manual Scavenging (f) Health, safety and leadership of Sanitation Workers, Sanitation Inspectors, etc. The Phase 2 of the project would cover the period September 2022 to Mar 2023.


One of the major components of this project is to train the Sanitation workers/supervisors on health, safety, and constitutional rights to build their capacities to work efficiently. Diksha foundation is looking for an experienced agency to conduct training of Sanitation Inspectors and supervisors of PMC. The training will be conducted in 15 batches with approx. 35 participants in each batch. The duration to complete the training would be 2 months (November 2022 to December 2022).

PMC field staff like sanitation inspectors, sanitation supervisors, and other field level workers are the backbone of PMC and works hard to keep the city clean. Most of these workers hail from the slum community. They all are working under PMC to keep the zones and wards of PMC clean and hygienic. These key human resources are an integral part of PMC and they need to be nurtured and capacitated with upgraded skills to manage their work. These workers also act as Swacchta messengers and create awareness of health and hygiene among the communities. So, these key people need to be trained to develop the knowledge and skills on sanitation, hygiene, behaviour change, health, safety measures, roles and responsibilities of their cadre, developing a work plan for their area, engaging the community, etc.


A four-day structured training of these key supervisory teams at the ward level needs to be taken up to build their skills. The training would cover important issues such as the safety of sanitation workers at their workplace, health hazards associated with the work environment, social issues such as child marriage, gender-based violence, and domestic violence, and their constitutional rights and community participation. The areas wise planning will be developed during the training. The training will be conducted by using different training

methodologies including the Participatory Rural Appraisal (PRA) methodologies to build the capacities of Sanitation Inspectors, Supervisors and Zonal Staff on technical aspects as well as on social behaviour change and communication (SBCC).


The agency is envisaged to act as a resource team responsible for the Development of the training module, material, and methodology based on learning outcomes, developing a training calendar, providing highly experienced trainers with relevant technical expertise, to train all sanitary inspectors/supervisors and zonal staff of Patna Municipal Corporation. The agency will conduct the training with the help of highly experienced trainers and by using appropriate methodologies. The agency will also develop a comprehensive training report post-training and submit to Diksha foundation.





Requirements

The agency is required to submit a proposal to meet the requirements of this ToR with-

  1. the list of deliverables with timelines and costs

  2. CVs of at least 3 Trainers with master s degree in relevant fields and required experience and proficiencies

  3. Schedule of payment of tranches against deliverables

  4. The proposal submission deadline is seven days from the date of advertisement of this ToR i.e. on 31st October 2022.

The agency will primarily be responsible for conducting training, submitting high quality training reports, capturing the off take and the benefits of the training session, and identifying gaps at each level to bring in better coordination between supervisory staff and PMC to enhance their social behavior. Further, the agency will regularly take inputs from Diksha foundation, UNFPA and officials of PMC to deliver quality training. The agency will have the following duties and responsibilities:
  1. Closely coordinate with UNFPA, PMC and Diksha Foundation for the training process (Training design, content, and execution) and reporting.

  2. Undertake a dry run on the methodology of the training 2 days prior to the initiation of the training.

  3. Provide experienced trainers for conducting 15 batches of approximate 35 trainees per batch

  4. Submit a final consolidated training report with zone wise planning and pre and post-test analysis within 10 days of the training.


Deliverables:

  1. Development of training module, material (SOP, workshop schedule), methodology and training calendar.

  2. Conduct fifteen batches of 4-day long training workshops for approximately 35 to 40 trainees per batch

  3. 1 consolidated report which will include all area-wise detailed work plans (with area-mapping and resource-mapping, area-wise gaps identified in service delivery, best practices, and recommendations for quality enhancement in service delivery, etc.) within 10 days of completion of all training batches. 25% of the consultancy cost is to be paid on approval of the report by the PMC.


QUALIFICATIONS:
  1. Required- submission of CVs of at least 3 Trainers with master s degree in relevant fields as part of their proposal submission against this ToR

  2. 5-6 years of training experience; Experience of training government staff and officers will be an asset

  3. Proficiency in report writing especially training report

  4. Fluency in written and spoken English and Hind
