About the Job
- Under the direct management of the Support Services Coordinator, the Human Resources Manager oversees the delegation human resources management.
- Autonomously guarantees and manages the Human Resources, and ensures the compliance with TDH procedures, donors' guidelines and local legislation.
MANAGEMENT AND DEVELOPMENT OF THE HR DEPARTMENT
- Lead the delegation human resources, set objectives, and assess direct reports.
- Ensure the coaching and appraisal of any collaborator under his/her responsibility, from the recruiting to the end of service. Use the good practices so that his/her management respects the values of Tdh
- Define & propose the staffing need and run the recruitment according to the strategy and the means of the delegation
- Set communication, planning, and coordination mechanism for his/her team activities, including meetings with minutes.
- Manage contractual monitoring (Leaves, end of trial periods, evaluations…etc) for the HR team.
- Oversees the team career development, define training needs and provide guidance on professional development.
QUALITY
- Design and a proper implementation of yearly Action Plan for the HR department – which set the key objectives and their prioritization, as well as conduct a quarterly re-view of the department Action Plan with the SSC
- Propose with a view to making all possible improvements, including potential review of polices, tools, processes and the HR department annual action plan
- Work with the HR team to produce quality through strong and reliable HR products, facilitating smooth, efficient and timely projects’ implementation
- Participate with the SSC in collaboration with programs, and contribute to donors’ proposals, narrative and reports – interim and final – documents on the parts related to HR
COMPLIANCE WITH COUNTRY LEGAL FRAMEWORK
RECRUITMENT
STAFF ADMINISTATIVE MANAGEMENT
- Oversight of staff information related to timesheets and leave, including a monthly review.
- Responsible for the upkeep of the Homere database including monthly payroll report provided to the finance department.
- Monthly calculation of staff income tax and social insurance, and ensure its declaration to the relevant authorities in compliance with the country legal framework
- Lead the selection of health insurance coverage in collaboration with the logistics department, and ensure all staff are covered with the necessary insurances as per the legal requirements of the country.
- Ensure the staff files are well maintained by the HR team, with all required staff information archived (contract, Job description, internal regulations, code of conduct…etc) ready for internal & external audits, implement monthly controls on staff records.
NATIONAL STAFF COMPANSATION PLAN AND BENFITS
AUDIT, COMPLIANCE & INTERNAL CONTROL
- Manage the compliance of Tdh with all legal requirements, HR reporting and regulatory requirements.
- Support the annual, donor, governmental audits through ensuring all HR requirements met and supporting documents available for verifications.
- Implement monthly internal controls on the HR department and staff files, Draft monthly report of the HR department and submit it to the SSC.
- Respect and see to the enforcement of the delegation's own regulations for HR & administrative processes
- Know and implement policies on security, child protection and fraud prevention within the finance department.
- Secondary focal point for the MOSS.
