Job Description

HM Note: This hybrid role is three (3) days in office and candidates must have financial experience/knowledge.


Description
This is for a Procurement Project Manager. The successful candidate will be required to manage several Statements of Work including service and construction. They will need to have strong contract management experience and be able to read contracts and engage with vendors. They will be consulting and advising a number of parties.

Must Haves (please read the requirements below):
Experience supporting the analysis and execution of vendor contract deliverables including change management (RFCs Change Orders) including writing content and providing advice
Project management
Vendor management
Public Sector experience.
Manage the administration of existing contracts
Manage the execution of Service Requests for new services from vendors
Manage the processing of project and amp; contract change requests
Manage the overall change process including obtaining vendor quotations and facilitating the required approvals
Support project managers in the execution of procurements and change orders with vendors
Look after Ministrys interests from Legal privacy and public image perspectives in procurements and contracts
Prepare briefing notes conduct vendor meetings and liaison with other procurement and legal departments as per the need and nbsp;
and nbsp; and nbsp;As needed independently manage and execute complete procurements life cycle

MANDATORY REQUIREMENTS:

(1) and nbsp;Financial and Accounting Skills: and nbsp;
Demonstrated experience in financial management of projects involving various financial areas: financial analysis on performance trends analysis and nbsp;forecasts and risks.

(2) and nbsp;Vendor Procurement and Contract Management
Experience supporting the analysis and execution of vendor contract deliverables including change management (RFCs Change Orders) including and nbsp;writing content and providing advice

(3) and nbsp;Project Management Skills
Demonstrated experience identifying issues and managing risk of large complex projects. Further providing oversight on integrated plans to ensure and nbsp;the successful delivery of 3rd party vendor contracts and nbsp;

(4) and nbsp;Communication and Relationship Management: and nbsp;
Interacting directly with ministry clients business partners and project team members to develop and maintain strong ongoing relationships always looking and nbsp;for opportunities to improve client satisfaction

Managing deliverables and dependencies that cross multiple inflight projects
Supporting the PSRN Program by proactively identifying communicating and managing multifaceted clientfacing risks and issues to deliver a superior customer service experience and to support efficient and effective project delivery.
Interacting directly with ministry clients business partners and project team members to develop and maintain strong ongoing relationships always looking for opportunities to improve client satisfaction
Developing and presenting ministryspecific dashboards reports and other project management collateral
Proactively identifying risks and issues pertaining to the assigned work package report them to the overall Project Champions and the Portfolio Team. Identify and mitigate strategies and responses to the issues and risks.
Managing vendors stakeholders and peer groups across ministries. and nbsp;
Creating or supporting development of project artifacts Briefing Notes Change Requests Contracts Request for Bid (RFBs) etc. and nbsp;

Working with the client representatives and in partnership with other project managers to develop integrated plans and nbsp;
Managing deliverables and dependencies that cross multiple inflight projects

Developing complex network transition and migration strategies with cross stream dependencies including vendor activities
Developing and implementing network transition plans and nbsp;
Managing largescale complex integrated project plans and nbsp;
Project Management experience
All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS. and nbsp;
Security Clearance process levels roles etc. are subject to change without prior notice. and nbsp;Candidates may be required to undergo revised/new process (or levels) any time prior or during the term of the contract.

Criteria Ratings MUST TOTAL 100

Project Management Skills: 30 Points
Demonstrated project management experience on complex and technical I and amp;IT projects
Experience providing oversight on integrated plans to ensure the successful delivery of 3rd party vendor contracts and nbsp;
Demonstrated experience identifying issues and managing risks for large complex enterprisewide projects
Experience managing and coordinating project change management process with 3rd party vendor contracts

Vendor Procurement and Contract Management: 20 Points
Experience managing vendor commitments to ensure contractual obligations are met
Experience interfacing directly with vendor leads on coordinating overall activities and contractual commitments
Experience managing inter dependencies related to key contract deliverables
Experience supporting the development of procurement and contract documentation including writing content and coordinating stakeholder input and advice

Relationship Management: 25 Points
Solid experience in building and maintaining relationships with internal and external stakeholders
Leadership and team building experience managing and coordinating multiple stakeholders that have varying needs requirements and objectives
Experience managing executive relationships and dealing with senior executives across multiple organizations
Strong negotiating and influencing skills

Telecommunications and radio network experience in a large public sector entity: 25 Points
Knowledge and experience both in a strategic and operational public sector governance models experience managing complex multiunit multistakeholder and multiple levels of public sector executive stakeholder project team experience with public sector processes and policies ability and demonstrated experience developing mutually beneficial relationships with public sector entities.
Strong experience of working on Public Safety Radio/telecom domain. Experience of large and complex projects with over $500 Million budget. and nbsp; and nbsp;
Demonstrated experience of working with multiple stakeholders in a broader public sector (BPS) environment. Experience of projects involving network design civil structures user equipment distribution and operations. Experience with projects involving a large number of users (over 30000) meeting their business requirements training and communications needs etc.

  • Experience managing large projects with significant volatility and multiple stakeholders (vendors stakeholders and peer groups across ministries) with competing priorities.
Communication and Relationship Management:
  • Interacting directly with vendor ministry clients business partners and project team members to develop and maintain strong ongoing relationships always looking for opportunities to improve client satisfaction. Facilitating solutions to issues identified by stakeholders to arrive to an amicable solution.
