Job Description

Position: Communications Director

Level of Effort: Full-time LTTA

Base of Operations: Amman, Jordan

Position Reports to: Chief of Party

Project Background:

The Jordan Himaya project is a USAID-funded activity that aims to enhance access to and quality of essential services and protection for survivors of gender-based violence (GBV) in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies. The project will work with and through local partners, including a Jordanian partner consortium and an all-Jordanian key personnel team, to leverage their expertise and ensure the sustainability and impact of the project interventions. Outcome 1 will inform research, advocacy, and policy changes in Outcome 2, while reforms supported under Outcome 2 will be implemented and enforced by institutions and service providers that have gained stronger capacity under Outcome 1.

POSITION DESCRIPTION

The Communications Director will lead the Jordan Himaya Communications team, both developing and implementing the communications strategy. This involves ensuring strategic visibility of all project activities and outputs; meeting all USAID reporting requirements; effectively communicating project impact to project stakeholders and beneficiaries; and guiding project development and reporting on activities that are impactful, representative, and highly visible. The Communications Director will be based in Amman, Jordan, with travel as required to report on key project activities.

KEY DUTIES & RESPONSIBILITIES

  • Design, implement, and oversee the communications strategy, both for project beneficiaries and stakeholders. Ensure alignment of Himaya’s strategic communications efforts with Himaya’s programmatic goals.
  • Draft, format, edit, and submit reports to inform USAID about activities, objectives, and results, including Annual Work Plans, Quarterly Performance Reports, Annual Reports, and the Final Report.
  • Oversee the work of contracted vendors in the area of communications and public outreach; ensure the quality of products delivered.
  • Provide support to objective leads and other technical advisors in reviewing any necessary indicators to ensure their accuracy and objectivity from a communications perspective.
  • Work with project technical leads to support visible project implementation and effectively communicate project impact to beneficiaries and stakeholders.
  • Provide training where it may be required, based on the needs observed during the execution of the team’s work, especially in reporting and other communications needs.
  • Establish and maintain a local media, social media, and communications network for the project.
  • Ensure adherence to the Jordan Himaya Branding Implementation and Marking Plan per USAID guidelines.
  • Lead and mentor Himaya’s communications team, building their capacity to achieve the project’s strategic communications goals
  • Work with and mentor Himaya communications staff and technical team to create high-quality communications products in support of project goals.
  • Other tasks as needed
  • Other duties assigned by the Chief of Party and/or Deputy Chief of Party consistent with the assignment's overall focus.
  • Travel to the field and regional offices as required.

QUALIFICATIONS

  • Bachelor’s degree in Communications, Public Relations, or a relevant field; Advanced degree preferred.
  • A least 10 years of professional work experience, including at least 5 years of relevant professional experience in communications for complex USAID-funded development activities.
  • Excellent writing skills, including the ability to quickly absorb technical information and then using it, create compelling content
  • Experience in development and implementation of communication plans and Branding Implementation and Marking Plans, required.
  • Understanding of U.S. Government priorities and sensitivities and experience framing messaging appropriately
  • Skilled in communication strategic thinking and planning
  • Experience mentoring mid-level staff
  • Excellent interpersonal and client-management skills
  • Prior work experience in Jordan, required.
  • Professional proficiency in English and Arabic, required.
