Plan, organize, direct and control a field health, safety and environmental (HSE) program covering an extensive geographic area and involving a variety of department operations.
Develop and administer a safety education program to fulfill the employee development requirements of a diverse workforce engaged in hazardous occupations.
Conduct development and performance reviews of assigned Field Compliance Coordinators.
Direct the systematic compilation and analysis of incident and inspection data, interpret and evaluate the accumulated information and eliminate or control the identified hazards by applying standard techniques or devising new methods that are often required by high risk operations.
Provide risk based safety support to projects, implement HSE requirements consistently across all divisions, define staffing needs, establish continuity between projects, and develop standard operating procedures and routines.
Provide specific technical assistance and advice to the department and contractors in the interpretation and application of HSE contract requirements, general instructions, procedures, proper classification of violations/incidents, adequate and reasonable hazard mitigation schedules, and resolution of complex HSE hazards that have broad impact on construction processes in the department.
