Porticus is seeking a Senior Programme Manager to advise and monitor the development and management of strategic programmes within the Strengthening our Societies Sector (SoS) in Asia. The Senior PM is responsible for developing and managing strategic partnerships as well as forging networks. Specific priority will lie under the People on the Move (PoTM) Challenge. The Senior PM works closely with the Porticus Asia Regional Director the Challenge Lead of PoTM and the Porticus Asia team as well as colleagues in other offices. Regional and international travel will be required for this position (up to 30 of the working time).
Our People on the Move work focuses on Thailand and Malaysia as major destination countries for refugees asylum seekers and migrants. Grant making under the People on the MOVE Challenge is delivered in the region through three global programmes: MOVE Ignite and Immigration Detention.
The MOVE programme focuses primarily on collaborating with people with lived experience of migration as leaders and changemakers.
The Immigration Detention programme supports partners to reduce the use of arbitrary and inhumane detention through strategic promotion of alternatives.
The Igniting Workers Rights programme aims to ensure that migrant workers in a select number of regions have their labour and human rights respected protected and fulfilled live in dignity and to their full potential.
KEY RESPONSIBILITIES
Provides guidance and direction: Takes responsibility for the development and implementation of functional strategies in line with the Porticus strategy and for managing their own area and/or field of expertise. Leads the daytoday business and is mandated to take the necessary decisions to enable the core work to progress. Facilitates the professional development of employees and enables them to perform to the best of their abilities individually and as a team. Leads by example and exemplify financial modesty and environmental awareness.

Manages the development and implementation of budgets and annual operating plans and is accountable for the results.

Implements the principles of the learning organization and a learning culture focused on continuous improvement. - Demonstrate thought leadership in philanthropy and having the ability to influence and push the field towards higher impact and systemic change.
- Report on the impact of the programmes to the Regional Investment Committee.
- Work closely with other regional Programme Managers in the Asia region and in the People on the Move teams as well as in coordination with the Challenge Lead to implement cross regional programmes promote innovative and equitable grantmaking practices and encourage learning.
- Coordinate with the Challenge Lead in identifying opportunities for strategyaligned projects and programmes coordinate with the Porticus Asia Regional Director to manage regional exploration grants in Asia and where possible contribute to aligned sectors with clear attention to the learning cycle within which these ideas are developing.
- Contribute to interregional engagement and collaboration by actively supporting Porticus as a learning organisation by sharing knowledge experiences across the matrix and sectors.
- In collaboration with the Porticus Asia Regional Director and the Challenge Lead enable sense making when it comes to strategic decisions related to a challenge programme challengerelated work or the sector. Internally and externally represent the region demonstrating knowledge of the region and context within which we work and identify possibilities for sectoral/cross thematic work in shaping discourse within the ecosystem.
- Continuously analyse and monitor developments in the field to identify emerging trends needs gaps and opportunities in the region and/or challenge related topics.
- Support the management and implementation of the MOVE Ignite and Immigration Detention Programmes in Asia in collaboration and consultation with equivalent post holders in other regions and with the Challenge Lead.
- Identify and develop partnerships that aim for systemic and lasting changes in alignment with challenge and programmes strategies and lead the implementation of these programmes including but not limited to:
- Applying meaningful participation approach to the extent possible in all stages of the programme grant making from codeveloping applications with partners to accompanying the implementing and closing.

- Contribute to increased evidence and learning about current practices in raising the quality and effectiveness of our work by supporting programmatic research and analysis programmatic evaluations and share results and learnings internally and externally. Identify opportunities for innovative data driven contextualised programmatic strategies that contribute to field building (pushing the thematic discourse further) nurturing networks (outside of grants with funders thought leaders practitioners and other system stakeholders) creating platforms and drawing in lessons and learnings (beyond reporting).
- Contribute to the knowledge base of Porticus by regularly sharing insights and knowledge coming out of the programmatic work internally and externally.
- Develop strengthen and maintain strategic partnerships in close cooperation with the Porticus Asia Regional Director and Challenge Lead.
- Build and manage trustbased strategic partnerships and engage in strategic dialogue on emerging and critical issues with diverse networks in Asia and globally.
- Understands the role and value of partners as contributing to the overall strategic intent.
- As part of the Challenge team contribute to regular meetings the organisations annual reflection learning cycles with input discussion and apply learning for coursecorrection and future programming.
- Contribute and integrate nonfinancial contribution to partners such as capacity building on fundraising and identifying cofunders in grant management.
Qualifications :
REQUIRED QUALIFICATIONS
- Holds professional and/or academic qualifications and shows a sound comprehension of applied methods and techniques and demonstrate a broad range of achievements in different industries and geographies.
- Relevant work and (lived) experience 8 years) in the philanthropy international development or human rights sectors with a preference for experience in the migration space.
- A broad background with deep comprehensive understanding of programme design development and implementation as well as systems change networking and community change.
- Strong and relevant networks and contacts in Asia and in particular Thailand and Malaysia.
- Experience of and commitment to working with and through partners and contributing to partnership strategies.
- Experience with strategy monitoring evaluation and learning (SMEL) and working with other technical advisors and research teams to establish effective monitoring systems in relation to programme activities.
- Demonstrated skill in independent thinking and problemsolving with proven ability to manage a complex strategy.
