The Office of Budget Administration (OBA) provides fiscal planning and budget oversight for the Department of Social Services / Human Resources Administration and the Department of Homeless Services (the Agency). OBA is responsible for the preparation and negotiation of the Agencys fouryear expense revenue and capital budgets and management of the annual budget cycle (Adopted Budget November Plan Preliminary Budget and Executive Budget); identification and analysis of service demand trends policy directives legislative changes and other mandates that impact program funding needs; and developing and implementing strategies to maximize the use of existing expense capital and revenue budget resources. In collaboration with program areas OBA prepares cost reduction initiatives and reviews program proposals to ensure programs operates within the budget.
The Office of Budget Administration (OBA) is recruiting for one (1) Administrative Procurement Analyst NM I to function as Budget Manager Program Operations/HRA Core Benefits & Programs who will:
Assist the Budget Director in the preparation of various program budgets. The Budget Manager for HRA Core Benefits & Programs unit evaluates and monitors the budgetary and financial activities for the following program areas: Family Independence Administration (FIA) Customized Assistant Services (CAS) Cash Assistance Rental Assistance Supplemental Nutrition Assistance Program (SNAP) Fair Hearings WeCARE and Legal Services. The Budget Manager may assist in other program areas as needed.
The Budget Manager conducts budget and program analysis and forecasts analyze and provide recommendations for requests for new funding and cost reduction initiatives and monitor program spending to ensure that spending does not exceed the budget; prepares surplus/needs analysis at the end of the fiscal year; analyzes state and federal budgets and legislation to determine impact on the budgets of assigned programs; reconciles and monitors financial plan changes; prepares financial plan briefing documents; provides summaries and detailed reports to the Budget Director; and modifies the budget and financial plan in FMS and internal systems to reflect new appropriations as well as cost containment and productivity savings and other changes to the agencys budgets
Serves as a liaison between OBA and program areas as well as with the Mayors Office of Management and Budget (OMB) to discuss budgetary and programmatic impacts. Responds to inquiries from program areas and provides technical support.
Reviews and certifies availability of funds for contracts and coordinates with OMB to obtain approval to proceed with the contract actions. Perform tasks through PASSPort for oversight reviews and approvals. Utilizes various Citywide procurementrelated systems including Financial Management System (FMS) and PASSPort to review and approve requisitions and contracts. Review financials of procurement documents verifying descriptions and specifications for accuracy ensuring conformity and compliance. Conducts procurementspecific fiscal analyses to propose/determine M/WBE participation goals and checking appropriate documentation for the procurement record.
Other special projects as needed.

Qualifications :
1. A baccalaureate degree from an accredited college and four years of fulltime satisfactory professional experience in purchasing procurement contract administration or a related field at least eighteen months of which must have been in an administrative managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to 1 above. However all candidates must have the eighteen months of administrative managerial executive or supervisory experience described in 1 above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in 1 above. However all candidates must have the eighteen months of administrative managerial executive or supervisory experience described in1 above.
