Job Description

Roles and responsibilities

▪ Strategic Planning: Define the strategic direction for the PMO in alignment with the ITU’s objectives and the goals of the PP 2026

▪ Vision Development: Develop a clear vision for the PMO, ensuring it supports the successful delivery of the conference and future organizational goals

▪ Governance Structures: Establish and oversee robust governance structures to ensure project alignment with strategic objectives

▪ Policy Development: Develop and implement PMO policies, procedures, and standards to ensure consistency and quality in project delivery

▪ Portfolio Oversight: Provide oversight and management of the entire project portfolio, ensuring projects are aligned with strategic priorities

▪ Resource Allocation: Ensure optimal allocation of resources across projects to maximize efficiency and impact

▪ Stakeholder Strategy & Executive Reporting, Strategic Risk management, and Strategic Risk Management to hold people accountable for meeting commitments and previously-made agreements

▪ Able to drive decisions and actions related to them

▪ Bilingual- Arabic & English Must

  • Strategic Alignment:

    • Collaborate with executive leadership to align project portfolios with organizational goals and strategic initiatives.
    • Develop and communicate a clear vision for the PMO that supports the organization’s mission and objectives.
  • PMO Governance:

    • Establish and maintain governance frameworks, standards, and methodologies for project management across the organization.
    • Ensure compliance with project management practices and policies.
  • Portfolio Management:

    • Oversee project selection and prioritization processes to ensure the most strategic initiatives are funded and executed.
    • Monitor project performance and resource allocation, making adjustments as necessary to optimize outcomes.
  • Leadership and Team Development:

    • Lead and mentor the project management team, fostering a culture of collaboration, accountability, and continuous improvement.
    • Provide training and development opportunities to enhance the skills and capabilities of project managers.
  • Stakeholder Engagement:

    • Build and maintain strong relationships with stakeholders, including executives, project sponsors, and cross-functional teams.
    • Communicate project status, risks, and issues to stakeholders, ensuring transparency and alignment.

  • Leadership Skills: Strong leadership abilities to inspire and guide project teams and foster a positive organizational culture.
  • Strategic Thinking: Ability to think strategically and translate organizational goals into actionable project plans.
  • Communication Skills: Excellent verbal and written communication skills for engaging with diverse stakeholders and presenting complex information.
  • Analytical Skills: Proficiency in analyzing project data and performance metrics to make informed decisions.
  • Problem-Solving Skills: Ability to identify issues and implement effective solutions in a fast-paced environment.

Desired Candidate Profile:

  • Educational Background:

    • Bachelor’s degree in Business Administration, Project Management, or a related field; a Master’s degree or MBA is preferred.
  • Professional Experience:

    • Extensive experience (typically 10+ years) in project management, with a significant portion in a leadership role overseeing a PMO.
    • Proven track record of successfully managing large, complex projects and portfolios.
  • Certifications:

    • Relevant certifications such as Project Management Professional (PMP), Program Management Professional (PgMP), or certifications in Agile methodologies (e.g., Certified ScrumMaster) are advantageous.
