Industrial Safety Specialist

Description:

The Contractor is to provide a named industrial safety specialist for support to EN during the Columbia Generating Station (CGS) refueling outage. The specialist will work under the technical direction of the Contract Technical Representative in accordance with this specific work release. The period of performance dates are listed above. These dates are subject to change as directed by the Contract Technical Representative.

The Contractor will provide industrial safety specialist support to EN at the Columbia Generating Station as requested. The specialist will work under the technical direction of the Contract Technical Representative with support as outlined below:
a. Conduct safety and industrial hygiene inspections and audits to assure compliance with Cients policies and procedures and state and federal regulations.
b. Minimizing Clients liability by monitoring and enforcing compliance with safety requirements and Washington State regulations as it applies to a contractor subcontractor or its employees.
c. Review and become knowledgeable of the prime and general contractors liability as identified in the Department of Labor & Industries WISHA Regional Directive (WRD) 27.
d. Review facilities equipment and work tasks to assure compliance with applicable Client policies and procedures.
e. Resolve problems and provide cost interpretations relating to safety and health policy and procedure compliance.
f. Perform industrial safety analysis and provide judgment decision for of areas of concern such as potential fall exposure issues potential chemical exposure issues high noise areas and lead based coating removal.
g. Respond to onsite medical emergencies and render first aid treatment as required by individual certification protocols.
h. Attend and represent Industrial Safety in meetings event investigations and incident review boards as assigned.
i. Perform confined space heat stress and indoor air quality monitoring and analysis as qualified and as requested.
j. Provide industrial safety training as qualified and as directed by the Contract Technical Representative.
k. Observe and comply with the Client safety rules including wearing required personal protective equipment (PPE). Observe and comply with the Client Excellence Model.

Required Education and Experience

BS degree in Safety Engineering or related field and 8 years applicable experience; or an Associates degree with 10 years of applicable experience; or 14 years applicable experience.

Specialized training in industrial safety practices and WISHA/OSHA regulations and codes

A welldeveloped aptitude and skilled demonstration of the Core Values Leadership Competencies and abilities/skills identified in the Abilities/Skills section of this position description.

Desired Education and Experience

First Responder medical training or higher.

Washington State Asbestos Abatement Supervisor certification desired.

National Safety Council Certified Utility Safety Administrator (CUSA) certification or American Society of Safety Engineers (ASSE) Certified Safety Professional (CSP) certification desired.

Accident/incident review investigation and prevention

Development and implementation of training

Preparing complex written reports

Safety compliance observations and walkdowns

Plant technical training such as BWR introduction Basic Plant Operations.

Preparing and delivering oral presentations to management and to internal/external organizations.

Dangerous and hazardous waste.

Forklifts backhoe cab and pendant crane operations.

Commercial Nuclear Power Plant.
