General Description of Role and Responsibilities:
PreContracts & Design Stage
- Review and coordinate preliminary development budget to include in the Project Management Plan
- Review Master Cost Plan (budget) and review/update on a monthly basis
- Review and issue Cash Flows on a bimonthly basis
- Review Project Statistics for the whole undertaking
- Review Project Cost Reports/Progress Report monthly
- Review and advise any changes on the Master Project Cost Baseline
- Review and advise packaging and procurement strategies
- Monitor and manage Performance Reports covering the Consultant(s)
- Manage function of Schedule of Lettable Areas: prepare and issue
Design Stage
- Review and advice on prepared Cost Plan/Estimates of each construction element or Works Package at all stages:

Design Development (50% and 100%)
Final Design (detailed construction documents) PreTender Estimate - Participate in Value Management and manage preparation of cost estimates for resultant substitutions
- Review on lesson learned in the design process
Tendering Stage for all Work Packages
- Cost review of the Specifications and Drawings to confirm conformance with the Cost Plan
- Develop strategies and mitigation measures when Cost Plan exceeds budget
- Oversee preparation of BoQs
- Oversee Price BoQs to ascertain a final cost estimate for each Works Package
- Oversee preparation of BoQ Preambles
- Oversee Preparation of Contract Preliminaries
- Oversee draft preparation and Final Requests for Proposals (RFP) together with Contract Documents
- Assembled and collate Contract Documents for the entire RFP for the PMC to issue
- Manage issuance of Tender Clarifications
- Prepare collate and issue Tender Addenda and collect acknowledgment forms
- Analyze received tenders including reconciliation with the Cost Plan
- Perform Tender evaluations and issue Award Recommendation reports.
Qualifications Experience Knowledge and Skills:
- Bachelors degree in Business Administration Quantity Surveying Law and Engineering Construction Management Supply Chain Management or equivalent degrees from an accredited university
- Minimum of 15 years of experience in cost management in a job role that includes taking responsibility for contract management in huge projects and the ability to prepare manage and supervise all types of contracts whether contracts for studies supervision procurement design implementation and operation for all stages of the project whether the contracts are in the government contract and procurement system or in the contract system used universal.
- Direct experience in managing pressure distribution and business management.
- Drafting and managing contracts collecting and receiving bid requests bid evaluation awarding contractor performance monitoring retrospective costing claims and dispute settlement Technical and administrative knowledge of engineering/construction contracting practices sites government procurement practices commercial aspects policies procedures and work practices.
- Proven experience in pricing contract system drafting and managing contracts negotiating change orders effective correspondence planning and scheduling Comprehensive knowledge in managing and managing major contracts subcontracts site office field procedures and documents related to construction projects of various disciplines
- Excellent verbal and written communication skills.
- Good work experience on a global scale (preferably work experience in the Middle East Saudi Arabia).
