General Description of Role and Responsibilities:
- Monitors the tender process from EOI through to recommendation.
- Examines and reevaluates existing contracts.
- Conducts contractor/supplier financial checks and references
- Leads and conducts prequalification process
- Prepares tender enquiry documents
- Prepares recommendation reports and presentations
- Lead and conducts value engineering exercises
- Approves the ordering of necessary goods and services.
- Process and/or reviews Purchase Requests from initiation to the receipt of goods.
- Compiles materials and purchase items lists as specified for packages.
- Receives and/or reviews receipts for materials and equipment ordered. Maintains responsibility for the receipt inspection and acceptance of all incoming items.
- Assists PM in obtaining specifications and prices for project estimates.
- Verifies invoices from suppliers cross references with bids or purchase orders and approves for payment.
- Ensures storage of all materials and equipment. Maintains levels of materials and equipment to sustain daily maintenance operations.
- Acts as property custodian for the division processing and accounting for purchasing equipment and property and maintaining operations.
- Performs functions associated with the purchasing program (i.e. work orders buyer processing receipts processing invoice processing).
- Familiarize themselves with the relevant Quality Environmental Safety and Occupational Health Policies Manuals and Procedures within Hill International and ensure continued compliance with these requirements while employed by Hill.
- Performs other duties as assigned by the line manager/supervisor.
Qualification Experience Knowledge and Skills:
- Bachelors Degree in Procurement & Supply Chain or any equivalent qualification.
- MCIPS or MRICS professional memberships and charterships
- Must have a minimum of 15 years of relevant procurement experience.
- Minimum 10 years of experience in PMC / Consulting experience / relevant experience in similar projects
- Minimum 5 years of regional experience
- Strong background and understanding of FIDIC forms of contract/Supply Contracts
- Knowledgeable in all contractual & legal matters relevant to the industry including claim management.
- Competent IT user.
- Great leadership and organizational skills.
- Excellent command of written and spoken English & Arabic.
- Strong communication and negotiation skills
