Job Description Role Summary Commercially and contractually administer the General Engineering Consultant’s (GEC) Contract in compliance with their scope of services in the Design, Procurement and Supervision of Construction Projects. In the absence of a GEC, commercially and contractually administer the delivery of construction projects. Must be familiar with the commercial and contractual requirements for the entire life cycle of a project including but not limited to project budget and cost estimating, tender, construction and the efficient commercial close-out of the Completed projects. Responsibilities • Procurement of Construction and Consultant Contracts through competitive open tendering; • Resolution of commercial and contractual matters; • Identification, management, and control of commercial risks; • Reviewing of Tender documents in coordination with PMs and Design Team, including ITT, Particular Conditions of Contract, Scope of Work, Authority’s Requirements, Nominated Suppliers and Sub-Contractors, Insurances, Form of Tender, Contract Particulars, Pricing Preambles, Principal Quantities and Bills of Quantities; • Reviewing preliminary and final estimates for the projects to be tendered; • Independent assessment and provision of estimates for new works; • Assistance in the preparation of tender reports to the Tenders and Auctions Committee • Ensure that any issues that could potentially impact successful project delivery are brought to the attention of the Head of Section • Familiar and working knowledge with relevant Public Works Authority (PWA) procedures, Qatar Government procedures and requirements, and with the PWA Conditions of Contract and Specifications including QCS 2014 and further revisions. • Contract Administration of GECs in accordance with the contract and PWA procedures (including; Guarantees, Consultant’s Personnel, Insurances, Change, Claims, Change Addendums, Settlement of Disputes, Penalties, KPIs, Notices, etc.) • Contract Administration for Construction contracts in accordance with the contract and PWA procedures (including; Appointment of Engineer and sub-representative, Contractor Guarantees, Collateral Warranties, Change Management, Impact Assessments, Variations, Value Engineering, Provisional Sums & Prime Cost Sums, Risk Alerts, Claims, Key Personnel, Key Stages, Penalties, KPIs, Notices, Contractor Notices of Dissatisfaction, etc.) • Administer Change Management in accordance with the contract and PWA Procedures and contracts requirements, from Change Request through to Variation Order • Administer all Contractual, Commercial and Financial Matters • Administration of Claims • Administrate when required Payments • Adherence to PWA Circulars and administration of contracts accordingly • Preparation and checking contractual correspondence • Preparation and checking internal PWA correspondence to effectively administer contracts • Prepare and present commercial reports and presentations for PWA Management • Commercially close out projects
