Job Description

ACES is looking for a TS/SCI cleared candidate to provide comprehensive analytical support to the Department of Defense (DoD) Senior Agency Official for Records Management (SAORM) and the CIO Statutory Implementation (CSI) Directorate. Responsibilities include developing and analyzing requirements designing survey tools collecting and analyzing input and presenting outcomes.

Contract Length: 5 Years
Work Location: Mark Center (Arlington VA) 3 days per week for only 8 hours per week rest telework
Clearance: Active TS/SCI or TS without SCI as long as TS was adjudicated within the past 2 years
Education/Experience: Masters with 12 years or Bachelors degree with 10 years in relevant field experience

Key Responsibilities:

  • Analytical Support: Evaluate legislative mandates research Federal Government law and policy and develop/coordinate DoD policy and plans.
  • Survey and Analysis: Design survey tools collect input and present findings to stakeholders.
  • Records Management: Ensure compliance with National Archives and Records Administration (NARA) requirements and assist in related analyses.
  • Strategic Monitoring: Track progress of DoD Information and Records Management programs and prepare status reports.
  • Policy Development: Draft DoD policies guidance memorandums and technical assessments.
  • Communication: Coordinate written and verbal communication with endusers system owners developers managers and systems engineers.
  • Program Support: Provide programmatic and logistical support monitor project progress and prepare recurring status updates.
  • Meeting Coordination: Support meetings and symposiums including development of objectives agendas and presentation materials.
  • Records Strategy Implementation: Oversee the implementation of the DoD Records Strategy aligning it with the DoD Digital Modernization Strategy.
  • Technical Solutions: Assess and integrate records management capability solutions to improve compliance with DoD Records Management policies.
  • State of Health Reporting: Develop and maintain a DoD Records State of Health (SoH) briefing identifying metrics and grading systems to track compliance and capability gaps.

Requirements:

  • Minimum 12 years of experience in DoDrelated fields with current experience in electronic records management.
  • Expertlevel knowledge of Federal Government IT and EGov policy relevant public laws and existing DoD policies.
  • Ability to work independently and collaboratively with strong analytical and technical skills.

Desired Skills:

  • Proficiency in developing and analyzing requirements designing survey tools and presenting outcomes.
  • Strong research and policy development skills.
  • Experience with project monitoring and status reporting.
  • Effective communication and coordination abilities.
  • Knowledge of best practices in records management and strategy implementation.
