NYC Parks is an awardwinning City agency that builds and cares for public spaces for New Yorkers to connect play and enjoy. The Capital Division at NYC Parks is responsible for managing the design construction and administration of capital projects to expand improve and revitalize these public spaces. The Capital Accounting Unit within the Capital Division is responsible for processing over 2000 vendor invoices annually for all capital contracts for the entire Agency.
The Tree Preservation and Tree Planting teams housed within the Environment and Planning Division are responsible for preserving and growing the urban canopy across New York City. Among many other duties the teams collect an average of $15M annually in private revenue for tree replacement tree restitution and tree fund zoning obligations and subsequently develop and manage planting plans and contracts for the associated trees.

Major Responsibilities
Under general supervision from the Supervisor of Capital Accounting and working closely with the Tree Preservation and Tree Planting teams with latitude for independent initiative and judgment track and reconcile revenue and spending for tree planting in the Citys Financial Management System (FMS) and directly support the agencys mission to care for street and park trees throughout the city.
Coordinate with the NYC Mayors Office of Management and Budget (OMB) and the NYC Office of the Comptroller to reconcile outstanding revenues received. Review capital funding data reports from OMB regarding payment amounts.
Assess revenue expenditures collected amounts and amounts to be claimed for both expense and capital projects that contain private revenue related to tree planting.
Process and track cash receipts and realized revenue receivables for reconciliation tree permits and tree restitution. Create and link Unbilled Receivables Billed Receivables and Cash Receipts (UREs REs and CREs) and submit Expense Adjustments (EAC1s) in FMS to claim and reconcile private tree revenue and City capital expenditures.
Work with the General Counsels office and Central Budget office to receive and process payment plans for tree restitution and damage. Ensure that funding is correctly allocated to different revenue sources and accounts in FMS.
Review and process vouchers for invoices for Forestry contracts in FMS and PASSPort. Assist project managers and resident engineers with related questions.
Process and track replacement checks and tree refund checks.
Work with Capital Budget staff to ensure that funds are forecasted appropriately and in a timely manner in the tenyear capital commitment plan.
Provide information and data in response to audits and other requests from oversight agencies.
Assist the Chief of Capital Fiscal Management Chief of Forestry Programs and other senior staff with special projects as assigned.

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
