Job Description

As the largest water and wastewater utility in the nation DEPs nearly 6000 employees provide critical services to 8.5 million residents of New York City and more than one million residents in upstate New York. DEP is also responsible for improving quality of life in New York City by reducing air noise and hazardous materials pollution.

New York Citys water and wastewater system is funded through the collection of water and sewer charges which are established and revised as needed by the independent Water Board. Each year DEP collects on behalf of the Board nearly $4.0 billion in revenue from 836000 ratepayers. These funds support DEPs operations and debt service. The debt service supports DEPs robust capital program to ensure the long term reliability of the system. Over the next ten years DEP plans to spend $29 billion across the system to upgrade wastewater treatment plants; reservoirs dams and other upstate assets; and inCity water mains and sewers including green infrastructure. DEP is also in the process of standing up a new Bureau of Coastal Resilience to plan and implement infrastructure that protects the City from the impacts of climate change and storm surge. The Budget Office plays a central role in ensuring adequate funds are available to meet our broad and critical mandate.

The agencys Budget Office manages DEPs capital expense grant and miscellaneous revenue budgets; prepares budget and financial analyses and reports; and coordinates the Agencys budget and financial matters with the Mayors Office of Management and Budget (OMB) and other oversight agencies.

With broad latitude for the exercise of independent judgement and decision making the Director of Capital Budget will be responsible for performing professional work of varying degrees of difficulty in the direction preparation maintenance and coordination of the Departments multibilliondollar capital budget and commitment plan. Specific tasks will include but not be limited to:

Manage the daytoday operations of the Capital Budget Management Office staff including but not limited to review and submission of certificates to proceed (CPs) Section 217s and CBXs to the Mayors Office of Management and Budget (OMB) coordinating with Bureau capital coordinators regarding CP development tracking of commitment plan data and overseeing the workflow of commitment plan exercises.
Direct the planning analysis and implementation of the Agencys capital commitment plan exercises ensuring that the capital budget is consistent aligned with agency priorities and mandates.
Manage the Fixed Asset Tracking System (FATS) with GIS location information & other identifiers not available in FMS to develop fixed asset reports. Analyses fixed asset data and creates fixed asset management reports base on analytical result. Prepare supporting documents for auditors yearend fixed assets sample selections.
Understand and comply with General Accepted Accounting Principles (GAAP) the Citys Accounting Directives especially Directive 1 10 21 and 30. Reviews fixed assets related reports and procedures to ensure compliance of GAAP guidelines and the Citys directives and makes recommendations.
Maintain collaborative relationships with DEPs operating and programmatic bureaus partner agencies such as New York City Department of Transportation (DOT) Department of Design and Construction (DDC) Department of Parks and Recreation (DPR) along with oversight agencies such as OMB NYC Comptroller NYC Law Department Mayors Office of Contract Services (MOCS) City Council Finance etc. Ensure that all documents required by oversight agencies are submitted in a timely and accurate manner.
Advise the Deputy Commissioner and senior level management on resource allocation and funding prioritization decisions ensuring that funds are appropriated to fulfill the agencys core mission and competing priorities.
Assist in the development and preparation of City Council hearing testimonies and briefing materials.
Coordinate information as needed for the NYC Water Board and rate consultants. Compile Capital Asset Summary Report using FMS data and various yearend reports for Water Finance Authority.
Continue development of Standard Operating Procedures.
Prepare ad hoc analyses as required by DEP Leadership.

ADMINISTRATIVE STAFF ANALYST ( 1002E


Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
