PROGRAM AND JOB DESCRIPTION:
The New York City Department of Health and Mental Hygiene (NYC DOHMH)s Bureau of Hepatitis HIV and Sexually Transmitted Infections (BHHS) oversees the Citys response to viral hepatitis HIV and sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts of NYC DOHMH and external stakeholders BHHS leads testing initiatives; prevention care and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. The Bureau of Hepatitis HIV and Sexually Transmitted Infections (BHHS) is seeking a highly motivated experienced Computer Specialist (software) to serve as Director of the Data Support Unit (DSU). The DSU director oversees and supervises the DSUs IT team that is engaged in application development database management secure transfer of local data to the Centers for Disease Control and Prevention (CDC) and the New York State Department of Health and management of complex HIV related databases.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Responsible for application development projects. Plan organize and control the development of new systems and enhancements to existing systems in concert with systems management.
Developing designing implementing enhancing maintaining and analyzing CDC eHARS (enhanced HIV/AIDS Reporting System) registry webbased HEPWEB applications and database management systems.
Working collaboratively with STD Viral Hepatitis HIV Care & Treatment and Housing Opportunities for People with AIDS (HOPWA) HIV Prevention and various other bureau data support units to facilitate program and bureau goals including matching of databases to ascertain overlap and comorbidities.
Provide strong handson frontend leadership in general with detailed understanding of system design businessoriented needs analysis and ability to understand and interact with the DOH Division of Informatics and Information Technology (DIIT) business executives and contractors.
Responsible for database administration of extreme complexity database and developing detailed system specifications and/or modifying existing applications to accommodate changing business needs.

FINAL APPOINTMENTS ARE SUBJECT TO OFFICE OF MANAGEMENT & BUDGET APPROVAL
This position MAY be eligible for remote work up to two days per week pursuant to the Remote Work Pilot Program.
Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
