JOB PURPOSE
Primarily responsible for providing efficient relevant and cost effective HR Services in the areas of Recruitment Training and Development Employee Relations Compensation and Benefits Personnel Admin Performance Management and Records Management. This position is a member of both the management committee (Mancom) and Human Resource Committee (HRcom) who decides on certain company issues. Involved in policy making and implementation.
RESPONSIBILITIES
- Plans organizes directs and monitors the activities of the department including development and implementation of HR goals objectives and priorities for each KRA
- Develops formulates and implements necessary strategies in all attainment the department objectives particularly in promoting a good working environment for the employees
- Ensures company compliance to relevant labor rulings particularly pertaining to compensation and benefits and in disciplinary management
- Delivers the management reports required including but not limited to KRA reports and ratings
- Manages the creation update consolidation compliance and communication of the Policies Procedures and Guidelines (PPG) of the department
- Oversees the records management functions of human resources and maintains outmost confidentiality of records and other information
- Represents and acts as company representative in dealing with government agencies and private sector on matters related to labor and human resources
- Acts as subject matter expert (SME) or goto person for any Recruitment and Employee Relations (ER) issues or concerns of the management team
- Performs other jobrelated projects as may be assigned from time to time
TASKS
- Participates in manpower planning and budgeting of HR expenses
- Reviews and signs the Human Resource Requisition Form(HRRF) job offer offer sheet and employment contracts
- Reviews and endorses payment request form (PRF) related to the operations/ services of HR
- Reviews and monitors the approved training plan and ensures its implementation
- Reviews and analyzes the monthly consolidation of ratings companywide based on the report prepared by Training and Performance Manager
- Reviews and endorses to EXCOM the consolidation of the exit interview documents and recommendations
- Reviews and endorses to HRCOM recommendations for employee movement equity and termination
- Reviews and signs the Personnel Action Notice (PAN) involving promotions transfers regularizations change of position title department immediate superior and other changes concerning the employee that needs to be documented
- Prepares relevant documents and HRCOM minutes for signing of the HRCOM
- Prepares annual budget and monthly monitoring of approved budget related to human resources
- Approves payroll processing before final approval of the Chief Operation Officer (COO)
- Prepares payroll instructions/PAN/HRCOM documents/Certificate of Employment of Department Heads of Department Heads
- Reviews and signs all benefit application forms to SSS Pagibig and Philhealth and certificate of employment requests of employees
- Ensures that all compensation and benefits programs are correctly and timely implemented companywide
- Negotiates with External Service Providers (ESP) on terms and conditions of the contract
- Reviews endorses and monitors implementation of for employee relations activities
- Implements the approved employee recognition programs
- Implements approved HR employee engagement programs and strategies throughout the company.
- Attends to all legal/labor matters involving the company and its employees
- Assigns projects to the appropriate teams/individuals and ensures monitoring and completion
- Negotiates and resolves sensitive and controversial issues involving employees based on approved plan of action
- Reviews/updates/consolidates PPGs and endorses to EXCOM for approval
- Meets with all department heads to discuss HR matters affecting their departments
- Attend the general mancom meetings
- Works closely with the HR Managers in promoting process improvement
- Rates the team members on their monthly and annual performance
- Provides feedback and supports the team on initiatives promoting on the job training and cross training ; coaches cross trains develops and motivates the team members in becoming to be a performing individuals
- Reviews all regular mancom related reports (dashboard activity framework production report) and submits and presents to EXCOM
- Connects with other HR practitioners for benchmarking purposes
QUALIFICATION REQUIREMENTS
- Holds a bachelors degree in Psychology Human Resources Social Sciences or any related course
- At least fifteen (15) years experience in the Human Resources as a generalist
- At least 5 years experience in an HR leadership role
- Preferably with experience in a metricsdriven environment
- Preferably with experience in medium to large to large banking and financial organizations business process outsourcing
- Expertise and solid track record on Performance Management
- Articulate on concrete examples of how he/she was able to build and improve a companys performance management infrastructure
