Job Description

Role Background
Wolt is a Finnish technology company founded in 2014 with a mission to transform ondemand ecommerce. Wolt has since grown rapidly and become a global company currently operating in 29 countries and 500 cities across EMEA with 41M registered usersand this is only the beginning.

To support our sustainable growth we are looking for a Public Policy Manager Baltics to join our team and drive Wolts public policy efforts across the region. In this role you will manage our policy and government relations work in Estonia Latvia and Lithuania representing Wolt in discussions with policymakers regulators industry associations and other stakeholders. You will work closely with the General Manager for Baltics and other internal stakeholders to ensure alignment between Wolts public policy strategy and our business objectives. This role can be based in Tallinn Riga or Vilnius and will report to the Director of Public Policy Nordics.

Your mission will be to ensure that Wolt continues to be a responsible constructive and proactive partner to policymakers while shaping a favorable policy environment for our operations in the region. You will elevate Wolts ability to contribute to relevant societal and regulatory debates. You will be at home at the intersection of law politics and business. We are looking for someone who is an expert in public policy but also curious and eager to learn and grow with us. 

What Youll Be Doing

  • Drive Wolts engagement in key policy debates and regulatory developments related to platform work ecommerce platform regulation and municipal regulations.

  • Manage and execute public policy projects and build Wolts relationships with policymakers at both national and municipal levels.

  • Develop and implement engagement strategies to ensure Wolts interests are represented in relevant legislative and regulatory processes.

  • Prepare briefing materials and advise Wolts leadership on policy matters in the Baltic countries ensuring the business is wellprepared for discussions with stakeholders.

  • Monitor and analyze regulatory developments and assess their impact on Wolts business across the region.

  • Collaborate with internal teams including Operations Communications and Legal to ensure a cohesive approach to public policy issues.

  • Work with external partners including trade associations think tanks and other platform operators to strengthen Wolts influence on public policy issues.

  • Represent Wolt in industry forums policy discussions and stakeholder meetings to ensure our voice is heard.

  • Support communications and PR efforts related to public policy matters in close collaboration with the Communications team.


Qualifications :

  • At least 7 years of public policy experience in an agency inhouse or government role.

  • Masters degree in law public policy political science international relations or a related field.

  • Proven experience leading engagements in at least one Baltic country preferably across the region  at various levels of government.

  • Ability to execute public policy projects efficiently and effectively.

  • Strategic thinker with the ability to develop creative and constructive policy proposals.

  • Strong understanding of business needs with the ability to selfstart and work independently.

  • Analytical mindset to evaluate risks and weigh potential outcomes in complex regulatory environments.

  • Deep knowledge of the political and legislative process in at least one Baltic country preferably across the region with a network of key stakeholders in the policy landscape preferred.

  • Prior experience working in crossfunctional teams is a plus.

  • Fluent in English and at least one of the Baltic languages (Estonian Lithuanian Latvian).

  • Willingness to travel frequently.
