Job Description:

Through this Request for Proposal (RFP) the Agency of Digital Services (ADS) on behalf of two separate agencies of the State of Vermont the Public Utility Commission (PUC or Commission) and the Department of Public Service (PSD or Department) hereafter State is seeking to establish a SOW with one or more vendors that can provide technical support for a document migration project. Project GoLive is tentatively expected to occur on Monday April 28 2025 with the migration of existing documents occurring over the previous weekend. However this date is subject to change.

The Public Utility Commission is a threemember quasijudicial Commission that regulates the siting of electric and natural gas infrastructure and supervises the rates quality of service and overall financial management of Vermonts utilities: electric natural gas telecommunications cable television (terms of service only not rates) private water companies and large wastewater companies. The PUC also monitors the safety of hydroelectric dams; evaluates the financial aspects of nuclear plant decommissioning and radioactive waste storage; reviews rates paid to independent power producers; and oversees the statewide Energy Efficiency Utility programs.

The Vermont Department of Public Service is an agency within the executive branch of Vermont state government. Its charge is to represent the public interest in matters regarding energy telecommunications water and wastewater. The Department carries out this charge by 1) Representing the public interest in utility cases before the Public Utility Commission federal regulatory agencies and state and federal courts; 2) Providing long range planning for the states energy and telecommunications needs through the Vermont Electric Plan the Comprehensive Energy Plan and the Vermont Telecommunications Plan; 3) Facilitating broadband expansion; 4) Promoting energy efficiency; 5) Administering federal energy programs; 6) Resolving utility customer complaints; 7) Informing the public about utilityrelated matters; and 8) Making and administering contracts for the purchase of power on behalf of the state. As the publics advocate the Department is a separate agency from the Vermont Public Utility Commission (which serves as the quasijudicial or decisionmaking authority in utility regulatory cases).

Requirements:

The Contractor is essentially functioning as the PUCs and the PSDs technical IT staff for this project. The Contractors assigned resource(s) must coordinate with JTI to complete the following tasks:

1. Environment Discovery and Validation

a. Participate in project introduction and understanding of objectives from State JTI and Contractor perspectives.

b. Map out all environments (test and production) and resources related to eCourt and OnBase for both PUC and PSD instances.

c. Provide highlevel architecture knowledge and details.

d. Output from this activity will be documentation explaining environments and associated components in detail.

2. Environment/Data Access for JTI Technical Staff

a. Discuss and action JTI access to the State environment via RDP data extracts or other methods to perform discovery research testing and migration activities based on the discovered environments.

b. Work within any ADS constraints and security policy.

c. Provide JTI with a copy of the production OnBase database and a sample of documents to test within a JTIowned environment.

d. Provide JTI with copies of production eCourt databases for replication of the Vermont environment within a local JTIowned environment.

3. OnBase Discovery

a. Examine document store/database and related file systems.

b. Examine the relationship between both production eCourt instances and the single OnBase instance.

4. System Recommendations/Actions

a. JTI will provide the State with recommendations and adjustments for State owned systems. Contractor will review the recommendations and will at the States direction implement the recommendations and any others as directed. At this time JTI expects storage space/hard disk space will be adjusted.

5. Migration Testing

a. As directed provide assistance with and/or perform testing.

6. Migration Planning and GoLive

a. As directed provide support during the go live.
