Division Description
The Division of Economic and Financial Opportunity (DEFO) assesses the eligibility of businesses for certification through the Citys Minority and Womenowned Business Enterprise (M/WBE) Locally Based Business Enterprise (LBE) and Emerging Business Enterprise (EBE) Certification Programs delivers services to help firms grow through government contracting and oversees the compliance of citywide vendors with equal opportunity and MWBE utilization mandates.
The Division of Labor Services (DLS) is a unit within DEFO that enforces Executive Order No. 50 (E.O. 50) which requires that City contractors comply with federal state and local equal employment opportunity (EEO) mandates. This enforcement ensures that jobs created by New York City contracts and the Industrial and Commercial Abatement Program (ICAP) are available to all qualified individuals regardless of race creed color national origin sex age disability marital status sexual orientation or citizenship status. In addition DLS ensures that ICAP project recipients meet their obligations regarding participation in the Citys Minority and WomenOwned Business Enterprise (M/WBE) program.
Job Description:
Position Overview
SBS seeks a Chief Vendor Compliance Officer for Citywide Vendor Compliance who will report to the Deputy Commissioner of the Division of Economic and Financial Opportunity. The Chief Vendor Compliance Officer will ensure excellence and timeliness in the fulfillment of the Division of Labor Services mandates including communicating operational compliance obligations and determinations to governmental partners and vendors; managing the development implementation and maintenance of policies forms tools communications and systems to facilitate the units work; managing and coordinating program teams; overseeing the work of vendors; tracking and reporting on unit performance; and advocating for needed resources all in accordance with applicable federal state and local laws rules and agency policies.
Key Responsibilities
Supervision and Management:
Lead and oversee the operations and management of the Division of Labor Services which currently consists of seven staff members.
Supervise and ensure the teams effective management of vendor compliance with labor standards.
Provide ongoing training and professional development opportunities to enhance team performance and expertise.
Compliance Oversight:
Ensure timely appropriate and effective oversight of vendors EEO compliance obligations when awarded city construction and supply and services contracts and throughout the contract or project term.
Develop and maintain protocols for monitoring and tracking compliance metrics.
Manage and review vendorsubmitted reports and documents including employment reports company policies practices and procedures and certified payrolls to ensure compliance with relevant laws.
Inspect contractor records including and job sites for compliance.
Conduct periodic Agency and vendor audits to identify and mitigate compliance risks.
Recommend actions for noncompliant vendors including but not limited to contract suspension or termination and enforcing corrective measures (e.g. employment programs to remedy noncompliance).
Develop detailed action plans for corrective measures to ensure swift resolution.
Ensure the disapproval of final contract payments when necessary.
Collaborate with legal and procurement teams to ensure due process in compliance actions.
Conduct periodic review of programmatic rules and policy for updates and alignment with changes in the procurement community/landscape.
Collaboration and Communication:
Manage and maintain clear communication with city agencies whose vendors are covered by Executive Order 50 and the ICAP MWBE program.
Facilitate regular updates and informational sessions to ensure alignment across agencies.
Ensure proper communication with vendors regarding compliance requirements and noncompliance issues. Develop accessible resources and tools to assist vendors in meeting compliance standards.
Act as a liaison between DLS/SBS and other divisions such as legal procurement communications and intergovernmental affairs.
Coordinate with external agencies such as the Office of Administrative Tribunals and Hearings (OATH) the NYC Commission on Human Rights and state/federal regulators on labor compliance matters.
Policy Systems and Resource Management:
Lead the development and implementation of policies forms tools and communication systems that facilitate vendor compliance oversight.
Regularly evaluate these systems to ensure they remain relevant and effective.
Track and report on the units performance in meeting its objectives and obligations.
Utilize data analytics to identify trends and areas for improvement.
Monitor changes in regulatory requirements and adjust division policies accordingly.
Advocate for necessary resources to support the work of the Division of Labor Services.
Ensure the divisions operations align with applicable federal state and local laws rules and agency policies.
The Chief Vendor Compliance Officers work is guided by key legal frameworks and policies for the Division of Labor Services including:

Preferred Skills:
Exceptional leadership with a proven track record in guiding teams through highpressure situations involving substantial document review.
Experience in motivating coaching and mentoring teams to meet tight deadlines and achieve performance targets and objectives Professional experience with EEO enforcement and compliance.
Advanced communication skills with the ability to convey complex information clearly to various audiences including internal teams stakeholders and external partners.
Strong Presentation skills demonstrating confidence in delivering formal presentations to senior executives government bodies and external stakeholders.
Writing expertise with the ability to craft detailed reports policy documents proposals and memorandums with precision and clarity.
Strong interpersonal skills for building and managing client and stakeholder relationships management.
Indepth knowledge of New York City governance structure agencies.
Familiarity with NYC procurement rules and procedures for navigating contracts and vendor relationships.
Strategic thinker with exemplary execution skills to align division objectives with practical applications.
Superior project and partnership management skills with experience managing multifaceted projects from inception to completion ensuring they stay on schedule and within budget.
Demonstrated ability to evaluate current processes and recommend solutions that streamline operations and improve productivity. Proven success in driving continuous improvement initiatives.
Proficient in leveraging project management tools data analysis software and other technologies to increase workflow efficiency.
Familiarity with emerging technologies to enhance compliance oversight.
A masters degree from an accredited graduate school and ten years of fulltime professional experience in a related field at least three of which have been in a managerial capacity or in supervising personnel performing compliance oversight functions.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
