Job Description

REF: 001

Provide the services to support Tactical Communications Modernization (TCM) project in information management and stakeholder management activities.

  • Capture evaluate and synthesis the information exchange requirements of the Canadian Army elements on various type of operations;
  • Draft maintain and review the TCM project information management plan and processes;
  • Draft maintain and review the TCM project change management plan and processes;
  • Implement the information and change management plan for TCM;
  • Train TCM project staff on information management and change management processes and tools;
  • Responsible for the version control review schedule for all the project documentation;
  • Coordinate with the client program control office for information management matters;
  • Contribute to the creation of a stakeholder register;
  • Responsible to manage and review the stakeholder management plan with the TCM project staff;
  • Responsible to generate and lead a stakeholder engagement plan;
  • Responsible to craft key messages for the key stakeholders as part of the stakeholder engagement plan;
  • Plan engagement with key project stakeholders.

Qualifications :

  • Proof of Degree from a recognized university or community college in the sciences or a suitable engineering or technical field required;
  • Minimum of 10 years experience in a minimum of 3 of this assessment areas criteria:
  1. Client/Server architecture and related technologies;
  2. Data architecture definition framework and implementation for military systems;
  3. System Integration: hardware and software (COTS and/or custom developed) components into new or existing systems;
  4. Database modelling
  5. Aware of current trends and new technologies in information architecture and design;
  6. System lifecycle management;
  7. Experience in business process improvement and knowledge of business intelligence toolsets;
  8. Experience developing or working with architectural concepts strategies roadmaps reference architectures architectural patterns frameworks and principles;
  9. Information management strategies and processes in support of change management activities;
  10. Database architecture and design;
  • Minimum of 2 years experience on Military Command and Control Communication and Information systems or ISTAR systems (asset);
  • Minimum of 4 years experience in the preparation of technical concept documents system specifications and technical proposals in the field of Information Technology / Information management or engineering;
  • Minimum of 4 years experience in each of at least 3 of this assessment areas criteria:
  1. Communicating information technology frameworks/strategies to management and technical staff;
  2. Communicating system engineering direction for projects or systems with strong visualization skills with the ability to clearly communicate in writing and orally;
  3. Providing advice guidance and recommendations on technical issues to support the decisionmaking of senior management;
  4. Leading multidisciplinary teams in the development of IT tactical systems frameworks or strategies;
  5. Performing strategic operational or tactical planning for projects or systems to meet corporate strategy.
  • Able to obtain and maintain a government Secret level clearance and a controlled goods certification (both mandatory).
