Job Description

Job Summary

The Technical Advisor will lead the design and delivery of all sexual reproductive health related activities including cervical cancer screening and treatment prevention of mother to child transmission and family planning especially among women living with HIV(WLHIV )across EGPAF supported clinics. Under the supervision of Associate Technical Director the TA RH is responsible for providing coordination technical leadership and management support to implementation of sexual reproductive health interventions. The TA will work in close collaboration with EGPAF district teams to ensure availability of high quality sexual reproductive health services in all support sites.

 

Responsibilities

Technical Strategy Leadership

  1. Cervical screening services
  • Provide technical leadership and guidance in the screening evaluation and treatment of premalignant lesions of the cervix
  • To provide leadership and support to health care providers on integration of Cervical Cancer (CaCx) preventions programs into existing HIV services in EGPAFs supported sites implementing CaCx activities
  • Establish and maintain systems for provision of support for WLHIV with suspected cancer to access advanced diagnostic and treatment services
  • Provide technical leadership and guidance on the appropriate management of women in need of further services such as treatment of precancers of the cervix with cryotherapy or LEEP and or referral of women with invasive cancer of the Cervix.
  • Lead in the assessment of capacity building needs and organize trainings and orientations as needed
  • Coordinate supplies and reagents acquisition to support program implementation

 

  1. EMTCT Family planning and STI services
    • Lead all Triple EMTCT program planning implementation and monitoring with a focus on ensuring that WLWH prevent unintended pregnancies and treatment adherence (ART)
  • Lead in the development of program wide strategies for the increasing integration of contraceptives in ART clinics including teen club in all EGPAF supported sites
  • In coordination with the HTS TA lead the development of all triple elimination (HIV Hepatitis and syphilis) program materials such us SOPs job aids training materials
  • To ensure availability of STI screening and treatment services to WLWH in all EGPAF supported facilities
  • Ensure strategic service delivery and support on family planning and STI services to special groups of WLWH such as adolescent female sex workers and female inmates
  •  Working with other Teams within EGPAF to identify opportunities for integration including decentralization of triple EMTCT cervical cancer screening STI family planning and other HIV/ART services in all supported clinics
  • Lead in development of strategies for improving viral load monitoring and suppression among pregnant and breastfeeding women
  • Lead in the establishment and and scale up of mother infant pair (MIP) clinics across all EGPAF facilities
  • Lead monitoring and evaluation of EMTCT programs ensuring a reduction in the EID positivity rate among exposed infants
  • Ensure that there are systems for and timely reporting of all triple EMTCT and EID indicators in coordination with the care and treatment advisor and MACRO care and treatment lead

Capacity Building

  • Organize and support RH related training programs for both EGPAF and MoH staff
  • Build capacity of district managers (EGPAF/MOH) to conduct mentorship and supportive supervisions to other health care providers in the EGPAF supported clinics.
  • Provide support in decision making on special clinical cases for Cervical cancer PMTCT and STI
  • Work closely with assigned teams to ensure capacity building activities are implemented according to best practices and evidencebased frameworks.

Monitoring and Reporting / Evaluations /Knowledge Management

  • Participate in the tracking monitoring and documentation of technical achievement and evaluation of reproductive health activities in regard to access quality and service delivery impact in collaboration with partners
  • Prepare and submit monthly quarterly and annual progress reports to EGPAF
  • Liaise with counterparts in other EGPAF supported MOH programs sharing lessons learned and working to strengthen EGPAF supported MOH programs.
  • Document key successes challenges and mitigation factors for the program success

Representation

  • Work in a professional manner and maintain good relationships with site staff program staff and colleagues in the MOH
  • Be part of the national technical working group on reproductive health and EMTCT matters
  • Participate in development of reproductive health and EMTCT related national guidelines strategic planning and other reference materials
  • May be delegated to represent EGPAF in meetings at district or national levels as required
  • Participate regularly in all the EGPAF staff and technical meetings.
  • Be the focal person for engagement with the donor community on all matters relating to EGPAFs RH programs

 


Qualifications :

 

  • A Medical Degree (MBBS/MBChB) Nursing degree or equivalent Clinical Degree
  • A Masters degree in Public Health or a related clinical discipline is highly desirable.
  • At least three years of professional experience working in HIV programs.
  • Experience with Reproductive Health (RH) and Elimination of MothertoChild Transmission of HIV (EMTCT) in the context of HIV/AIDS is an added advantage.

 


Additional Information :

  • Demonstrated experience in programs relating to HIV MNCH and cervical cancer screening
  • Have basic gynecological surgical experience
  • Good program management organizational and interpersonal skills.
  • Technical expertise in Reproductive Health and HIV/AIDS programs
  • Good writing skills excellent communication skills
