The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the worlds busiest and most highly skilled emergency response agency. The Departments main goal is to provide fire protection emergency medical care and other critical public safety services to residents and visitors in the five boroughs. Reporting directly to the Deputy Commissioner of Support Operations the Associate Commissioner is the executive leader for the Bureau of Communications (BOC) and this position directly oversees the Assistant Commissioner of Fire and EMS Dispatch Operations the Director of the FDNY Radio Shop and the Executive Director for Strategic Projects and a workforce of approximately 750 call takers dispatchers radio repair mechanics and administrative and support staff working at locations across the City of New York in a 24/7 365day per year operation. Responsibilities include: The Associate Commissioner will provide strategic leadership and develop strong partnerships with internal and external stakeholders; Oversee the general state of management and operational performance for the Bureau; Create a culture of teamwork and 360degree communication within the Bureau that includes call takers and dispatchers as well radio repair mechanics and technicians servicing the 5 boroughs; Develop and execute the strategic plan for the Bureau leveraging project management frameworks with a renewed focus on managing multiple operational enhancements for improving response times to all incidents while prioritizing lifethreatening medical incident response times for Fire and EMS units; Collaborate with the Bureau of Support Services to standardize the management practice of inventory and assets; Ensure contractors and vendor performance is managed and consistent with contract provisions and expectations; Collaborate with ITGIS Industrial Engineering and MAP to streamline operations and maximize the utilization of data analytics algorithms and optimizations as well as advanced technologies to improve process; Create assessments of new needs for the Bureau and interface with HR and Budget ongoing to ensure adequate staffing and resources for the Bureau. The Associate Commissioner will participate in all Public Safety executivelevel steering committees with NYPD OTI DCAS and other agency partners as well as City Hall stakeholders for mayoral initiatives and the ongoing work to bring the NextGen 911 system online ensure the EMSCAD replacement and other large technology upgrades are effective; Attend to agency leadership and provide policy input and program impact at an agencywide level to the offices of the Chief of Department the First Deputy Commissioner and the Fire Commissioner; and have direct control over the resources necessary to manage the configuration of infrastructure to advance and deliver the best possible communication strategy to meet the needs of frontline workers and New Yorkers. Excellent communication skills and a trackrecord working in a missioncritical management role with the ability to think outside the box.
Qualifications :
1.A masters degree in computer science from an accredited college and three years of progressively more responsible fulltime satisfactory experience using information technology in computer applications programming systems programming computer systems development data telecommunications database administration planning of data/information processing user services or area networks at least 18 months of this experience must have been in an administrative managerial or executive capacity in the areas of computer applications programming systems programming computer systems development data telecommunications data base administration or planning of data processing or in the supervision of staff performing these duties; or
2.A baccalaureate degree from an accredited college and four years of experience as described in 1 above; or
3.A fouryear high school diploma or its educational equivalent approved by a states department of education or recognized accrediting organization and six years of experience as described in 1 above; or
4.A satisfactory combination of education and experience equivalent to 1 2 or 3 above. However all candidates must have at least a fouryear high school diploma or its educational equivalent approved by a states department of education or recognized accrediting organization and must possess at least three years of experience as described in 1 above including the 18 months of administrative managerial executive or supervisory experience as described in 1 above.
