Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $162000.00 $182000.00

The Administration for Childrens Services (ACS) protects and promotes the safety and wellbeing of children and families through child welfare and juvenile justice services and community supports. ACS manages communitybased supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.

Within ACS the Division of Preventive Services (DPS) is a beacon of support to families by connecting them to communitybased resources. The division works to provide resources that maintain the safety and wellbeing of families. DPS provides guidance and resources to our contracted providers that strengthen their ability to assess and address the service needs of families.

Community Based Strategies (CBS) is committed to strengthening prevention services for children families and communities through collaborative program management and strategic initiatives that leverage innovation data and research and humancentered design. The teams work seeks to enhance racial equity incorporate multistakeholder voices and elevate family choice. The Community Based Strategies team is charged with overseeing a coordinated implementation of evidencebased and researchinformed prevention service models; designing a robust and consistent system to monitor and support programs sustained alignment to service model fidelity contractual expectations and ACS standards for service delivery; and partnering with contracted providers to ensure services are high quality and socially just.

The Division of Prevention Services (DPS) is seeking an outstanding candidate to serve as Associate Commissioner for Community Based Strategies. Reporting to the Deputy Commissioner for DPS the selected candidate will be an integral member of the divisions leadership team.

Responsibilities of the role include:

Communicate and implement the agencys mission with external partners and across ACS divisions.
Act as a liaison between ACS and its contracted prevention service providers to plan and facilitate effective communication regarding the agencys policies and initiatives.
Manage the daytoday strategic and operational processes of the Community Based Strategies (CBS) portfolio.
Provide exemplary leadership to the following teams within CBS:

Program Management & Sustainability develop and implement strategies to ensure more than 100 prevention programs are implemented in alignment to service model fidelity and in full compliance with NYC child welfare requirements. Manage contracts budgets and relationships with model purveyors. Program Officers conduct research and use data analytics and qualitative methods to better understand program operations and performance including utilization and program engagement and to drive programmatic improvement and evaluation.

Operations and Systems (OPS) manage support and ensure effective planning implementation and sustainability of new or enhanced ACS systems that are utilized by contracted providers and internal stakeholders. The Systems team ensures efficiency and utilization of DPSOne Stop for all prevention staff.

Strategy Planning and Analysis (PA) work to integrate data into decisionmaking processes for the division.

Participate in crossdivisional collaboration support staff professional development and uphold best practices in support of the divisions safety culture.
Build and expand the units capacity to be agile and adaptable through continual innovation and sustainability
Collaborate with the Prevention Parent Advisor and other partners to implement initiatives within the division particularly those that incorporate lived experience in the practice of prevention services.
Collaborate with the Research and Innovation team to conduct robust research data driven needs assessments analysis and education to advance the use of best practice approaches including evidencebased models and practice frameworks in New York Citys prevention system.
Aligned with the divisions Chief Research & Innovation Officer support strategic design and implementation of initiatives in prevention services including those that further the goals of social justice and racial equity.
Partner with the Division of Policy Planning and Measurement (DPPM) to develop and implement new service models that address the needs of specific high need populations
Support the Deputy Commissioner in collaboration with DPPM Intergovernmental and The Division of Finance (DFS) to effectively plan for and implement relevant provisions of Family First Prevention Services Act (FFPSA) and develop relationships with other earlyimplementer states to learn from their experiences.
Partner with DFS to spearhead funding innovations in the procurement process.
Work closely with contracted analytic resources to ensure that the prevention service system is responsive to the needs of families involved with the child welfare system and to maximize efficiencies in the delivery of those services in relevant communities throughout New York City.
Work closely with the Deputy Commissioner and DPS leadership team to direct policy and planning for Prevention Services system with the goal of creating a flexible responsive service delivery system in line with the agencys mission and commitments with varying levels of intensity along the service continuum.
Represent the Deputy Commissioner at meetings with Federal State and City Officials along with local and national stakeholders regarding Prevention Services. Propose legislation implement regulations and offer policies to support current mandated operations by oversight agencies.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of fulltime satisfactory professional technical or administrative experience in one or more of the following fields: program evaluation contract negotiations/management business or public administration contract community relations or related fields; at least eighteen months must have been in an administrative managerial or executive capacity or supervising professional personnel performing work in program evaluation contract negotiation/management business or public administration; or
2. A four year high school diploma or its equivalent and six years of fulltime professional technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative managerial or executive capacity or supervising professional personnel as described in 1 above; or
3. A satisfactory equivalent of education and experience as cited above. However all candidates must have the eighteen months of administrative managerial or executive experience or experience supervising professional personnel as described in 1 above.
