Job Description

THIS POSITION IS LOCATED AT 1 Fordham Plaza Bronx NY and 787 Atlantic Ave Brooklyn NY

The Leased Housing Department is seeking an Assistant Director to assist with the management of Brooklyn Client Services Briefing Rental and Transfer Unit (BRTU). Reporting to the Director the Assistant Director is responsible for overseeing the daily operation of the Briefing Rental Transfer and Informal Conferences Units. The Briefing Rental Unit is responsible for processing rentals for certified applicants and existing Section 8 Participants. The Informal Conference Unit conducts reviews to address a voucher holders concerns with issues including determination of rent determination to terminate or deny assistance etc. Responsibilities include but are not limited to the following:

Oversee the daily operation of the Briefing Rental Transfer and Informal Conference Units
Manage staff assignments training and performance of assigned Units. This includes supervising coaching and mentoring of staff monitoring performance assigning tasks
Perform and review quality control reports and implement necessary corrective action plans (PIC fatal errors and SEMAP Indicators)
Participate in the development and implementation of goals objectives policies and procedures
Use data to create reports assess productivity and identify programmatic trends that will drive current and present decisions.
Validate reports on operations and activities maintain records and data pertaining to functional units
Ensure timely responses for informal conferences impartial hearings and informal reviews.
Address issues and inquires made by third parties (e.g. applicants tenants owners etc.)
Establish effective working relationships with internal and external customers to maximize service
Participate in landlord association real estate industry and networking events
Handle escalated cases by coordinating with staff case managers property owners and/or other stakeholders
Collaborate with the IT department to trouble shoot issues with the Siebel system and recommend enhancements.

Note: Due to the existence of a civil service list candidates must have permanent civil service status in the title of Administrative Staff Analyst to be considered.

Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
