Introduction
The Texas Workforce Commission (TWC) requires the services of two (2) Java Developer/Programmer Analyst Level 3 hereafter referred to as Worker(s) who meet the general qualifications of ITSAC Java Developer/Programmer Level 3 and the specifications outlined in this document for TWC.
Scope/Description of Services
The Worker(s) will provide the following services:
Perform advanced automated systems development work in support of Applications Solutions systems. Responsible for activities during all phases of the system development life cycle including analyzing diagnosing and resolving software data hardware and reporting problems and troubleshooting system issues for internal and external clients. Develops and tests Java Applications that meet design specifications including accessibility and usability requirements. Documents current processes reviews written specification additions/modifications and creates test cases for submitted defects involving new and modified program policies. Analyze design and develop logical structured programs and systems appropriate to customer needs which are welldocumented programs and that may be maintained by others. Ensure adherence to program documentation and procedural standards and management goals and objectives.
Performs other duties as assigned to maintain IT operations.
Years Skills/Experience 8 Java 8 JSP/HTML/CSS/Javascript/Bootstrap 2.0 8 Experience in SQL DDL DML Stored Procedures 8 Spring MVC Spring Boot Spring Batch 8 Knowledge of Web API Development including SOAP REST XML and JSON REST preferred 8 Experience with automating identity management services to include user authentication and authorization using an authentication framework using Azure Okta LDAP Entra 8 Experience with integrating web services across cloud platforms Microsoft Azure Amazon Web Services and PaaS environments 8 Working knowledge of Service Oriented Architecture (SOA) concepts and technology 8 MS Azure Cloud technologies – Java on Azure Azure SQL Server JBOSS EAP on Azure 8 Working knowledge of scripting and batch processing in legacy and current technology 8 Experience with building WCAG compliant web applications 8 Knowledge of the Software Development Life Cycle (SDLC) principles practices and techniques of application programming and software design 8 Ability to accurately test software applications using a data driven development approach 8 Skill in solving problems; in scheduling testing installing and implementing programs; and in troubleshooting computer software systems
Preferred: Years Skills/Experienc 3 Experience using GitHub in DevOps Cloud Environment 3 Strong written and verbal communication skills to document relevant issues clearly and accurately and prepare accurate concise reliable reports 3 SDLC tools – Visio Miro ERWIN Jira Confluence and ALM Octane Other programming languages: .Net C#
