I. DESCRIPTION OF SERVICES
Texas Department of Agriculture requires the services of 3 Software Engineer 3 hereafter referred to as Candidate(s) who meets the general qualifications of Software Engineer 3 Applications/Software Development and the specifications outlined in this document for the Texas Department of Agriculture.
II. CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/ Preferred Experience 8 Required years of seniorlevel work experience and knowledge in analyzing software application systems workflow processes to identify environment efficiencies and improvements 8 Required Years of experience root cause analysis and resolution 8 Required Years of experience in leading the design and development of webbased software applications 8 Required Years of experience programming in various coding languages including but not limited to: .Net HTML HTML5 ASP Java JSP .NET/C# front end and backend user interface methodologies technologies SQL and stored procedures 8 Required Years of experience independently performing a variety of complicated SDLC related tasks at all phases of the SDLC 8 Required Years of experience in software application administration and management 8 Required Years of experience in leading SDLC projects from scope to deployment including coordinating with organizational change control boards and release schedules 8 Required Years of experience and proficiency in web programming using code languages: .NET/C# JavaScript HTML CSS SQL Stored Procedures Oracle and SQL Server 6 Required Years of experience with Agile SDLC methodology 6 Required Years of experience in crossteam collaboration for requirements gathering and software development modifications and maintenance 5 Required Years of experience in programming and implementing software application modifications to accommodate information security requirements and network security integrity 5 Required Years of experience leading and directing SDLC teams including code validation and approval of fellow programmers 5 Required Years of experience in technical writing and documentation of environment and network changes and release notes 5 Required Years of experience in presenting inperson software application demonstrations for the purposes of seeking customer approval of proposed design 4 Required Masters degree or higher 4 Required Years of experience using Azure Dev Ops Jira or similar 1 Preferred Experience porting existing codebase from Java to C# .NET Blazor 1 Preferred Experience and knowledge of responsive web design practices and implementation 1 Preferred Experience and knowledge of Web Content Accessibility Guidelines (WCAG) and implementation

Texas Department of Agriculture requires the services of 3 Software Engineer 3 hereafter referred to as Candidate(s) who meets the general qualifications of Software Engineer 3 Applications/Software Development and the specifications outlined in this document for the Texas Department of Agriculture.
- Performs highly advanced seniorlevel computer programming work.
- Serves as a leader to development teams to provide guidance and code design and development validations and concurrence.
- Develops software solutions by studying information needs conferring with users and studying systems flow data usage and work processes. Investigates problem areas. Prepares and installs solutions by determining and designing system specifications standards and programming.
- Write test debug and document complex programs including client/server and webbased applications using C# (.Net) Blazor and/or SQL.
- Design develop and implement specialized programs or routines to create supplement and enhance front and backend webbased applications software using HTML5 CSS C# .NET Blazor SQL Stored Procedures Oracle and SQL Server.
- Work closely and coordinate with systems analysts architects and various business areas to gather/validate requirements understand technical issues limitations and model solutions that meet the functional and technical requirements.
- Provide support of Texas Department of Agriculture applications software through diagnosis of problems and implementation of changes to resolve problems and maintain software at the most current level.
- Perform research and analysis as required for specialized programs or routines to supplement and enhance front and backend webbased applications software using HTML5 CSS C# .NET Blazor SQL Stored Procedures Oracle and SQL Server.
- Recommend improvements to processes for application development projects as needed.
- Perform other duties as assigned.
