Job Description

Mode of work: 4 days onsite/week at Columbia SC

Job Description: SCOPE OF THE PROJECT:
SCDHHS is seeking a Data/Information Architect Advanced to assist with constructing TMSIS data tables and reporting to the Centers for Medicare and Medicaid Services (CMS).

Objectives to Be Fulfilled by Candidate:
This position is primarily involved in the continuing development and daytoday operations of producing submissions to the Transformed Medicaid Statistical Information System or TMSIS. The position regularly works with other State staff and outside contractors to improve data quality in the monthly submissions as well as document changes that occur to the process used to build the submissions.

Specific duties include but are not limited to:
Utilize Data Warehouse and other relational databases using BI Query or SQL to perform investigative studies to identify errors or weaknesses in TMSISprocessed data.
Identify specific problems and sources of unusual variations in processed results.
Assist in determining when reprocessing is necessary.
Support the preparation of responses to questions from CMS/Mathematica as required.
Investigate alternative data mapping options. when necessary.
Map and develop missing values in TMSIS data.
Test recent changes to the extract process.
Monitor updates on CMS websites related to TMSIS and communicate relevant information to leadership.
Prepare SourceToTarget (S2T) revisions as required from changes or additions to the extract process utilized for TMSIS.
Develop the TMSIS rulesbased web application (MSIS).
Perform regular maintenance and update functions as required.
Create reports to identify potential issues in advance of monthly TMSIS file submission.
Develop test plans for individual data quality issues; to include Unit and SIT testing.
Leverage strong analytical skills to check data quality issues conduct root cause analysis discuss findings with business users and coordinate with development team to resolve.
Collaborate with stakeholders at every level of the organization to prepare recommendations and detailed plans for improving TMSIS data and ensuring compliance with federal and state regulations.
Provide support for the identification and resolution of the root cause for TMSIS error trends.
Provide support to operational and technical teams for auditing or inquiries.
Actively engage with internal business/technical teams to ensure consistency and improvement of data quality.
Support technical and data teams on the achievement of target TMSIS data quality and completeness.

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
Three (3) or more years of Transformed Medicaid Statistical Information System (TMSIS) Analytic file knowledge.
Working knowledge of both MMIS and Healthcare systems
Comprehensive knowledge in ETL mapping design coding and implementing the client business logics.
Experience in design and implementation of Enterprise Data Lake and Data Warehousing solutions
Understanding of test strategies with experience drafting test plans and leading testing engagements to include UNIT and SIT.
Ability to work calmly under pressure Strong character Team Player Flexible and able to manage client relationships
Analysis and problemsolving skills to resolve operational problems and improve reporting performance.
Quantitative data analysis skills for analyzing claims and encounter data.
Ability to summarize technical claim and complex clinical information and explain it to lesstechnical team members.
Strong communicator; including email phone and inperson.
Microsoft Word (creating editing and saving documents)
Microsoft Outlook (email and calendar management)
Microsoft PowerPoint (creating editing and presenting slide decks)
Microsoft Excel (filtering sorting and editing data in spreadsheets formulas and creating pivot tables).

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
Indepth knowledge and technical understanding of the various segments of healthcare EDI formats.

REQUIRED EDUCATION:
Bachelors degree in a science or technical field
