Job Description
The NCDOT is seeking a Technical Specialist analyst/designer/developer for a 12month engagement for the Engineering Application Services Department (EAS) to enhance and maintain a missioncritical application for the department called HiCAMS.
- The Technical Specialist is a seniorlevel resource with specialized knowledge and experience in a specific technology.
- The Technical Specialist has an overall knowledge and understanding of application development and architecture that serves as a strong base for technical expertise in a specific product or program.
- Demonstrates expertise in conveying technical and functional concepts for a specific technical specialty.
- Identifies improvements to project standards to achieve high quality services/ products.
- Able to identify best practices and standards for the use of the product.
- Delivers support and design for industry specific applications that require integration with statewide systems or applications.
- Interacts with executive level business users or technical experts. May function as a niche technical SME.
- Advanced experience in the required technical subject matter.
- Proven experience with a technical specialty across large and complex implementations and systems.
Description:
- The North Carolina Department of Transportation (NCDOT) is seeking a Technical Specialist contractor analyst/designer/developer (>10 years experience) for a 12month engagement for the Engineering Application Services Department (EAS) to enhance and maintain a missioncritical application for the department called HiCAMS.
- HiCAMS is a custom clientserver PowerBuilder application used to track work materials and payments on North Carolina Division of Highways Construction projects.
- We also have many Java C and asp.net/C# interfaces with various internal and external systems that need to be maintained and enhanced.
- Additionally there is a list of new interfaces and web applications tied to HiCAMS that our clients want to have developed in the coming years.
- The initial assignments will be to analyze/design/code/test data windows to replace approximately 200 sample test result spreadsheet formats that were coded using an outdated 3rd party software tool.
- Additional work will involve analyzing/designing/coding/testing bug fixes and other functional enhancements to the system and its interfaces.
- This individual should have practical experience with standard development life cycle including requirements gathering analysis design development unit & system testing quality assurance testing as well as experience with business process transformation.
- Experience designing and implementing SharePoint and webbased solutions are also valuable skills were seeking.
Required Skills: (10 years)
- Experience as a PowerBuilder developer using PB10 or more recent versions.
- Strong SQL skills (HiCAMS uses a Sybase database but SQL skills in any database platform are acceptable)
- Strong Microsoft Suite experience particularly Excel
- Experience working in a remote software development environment
- Strong analytical conceptual and technical skills
- Positive interpersonal skills coupled with an independent selfmotivated work ethic
- Ability to work with a custom baseclass
- Proven written and verbal communication skills including the ability to explain business processes to IT users and IT applications to business users
Preferred Skills:
- Previous development experience with NCDOTs HiCAMS application
- Development experience in C#
- Development experience in Java
- Development experience in C
- Experience coding stored procedures and triggers (any database)
- Experience developing .net applications and APIs in a Visual Studio environment
