Job Description

General Summary

  • Under limited supervision provides oversight of UMMC Utility Outage Program (such as prohibiting or having the potential of disrupting mechanical electrical or operational services from routine operation).
  • Communicates with Project Development staff Operations & Maintenance staff and contractors to mitigate risk to Medical Center by all construction related activity.

Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. These are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

Oversight of UMMC Utility Outage Program: Monitors limits and mitigate the risk related to short term disruption to any critical utilities and life safety protection systems.

  • Investigation of areas affected by actual and proposed outages.
  •  Directly supervises project outages and assigns staff appropriate to support the Utility Outage Program and any sudden outages.
  •  Coordinate with Project Development and Maintenance & Operations to staff outages appropriately.
  • Review proposed outage requests submitted by Project Managers or their designees.
  • Coordinate the master outage schedule to minimize disruption to critical utilities.

Project Management/Construction Coordination

  • Identifies and assesses environmental effects that may be caused by demolition/ renovation /construction with the aim of protecting and enhancing the quality of the environment of care for the patients visitors and staff of the Medical Center.
  • Work with the Capital Program Coordinator to monitor compliance with safety and projectrelated training requirements and evaluates their effectiveness. Recommends enhancements and alterations to staff and contractor training programs.
  • Reviews project plans and specifications to ensure compliance with established standards and guidelines and validates plant functionality.
  • Works with Project Managers to monitor safety and compliance on all construction sites within the Medical Center.
  • Reviews field conditions with Contractors and Project Managers to define cost effective means of addressing unforeseen conditions on construction sites within the Medical Center.
  • Works with Project Development to ensure existing system adequacy or recommend modifications or other options inorder to implement building modifications.

Oversight of UMMC Hot Work permitting program (Hot work is all work defined as such under NFPA 51B)

a. Issues hot work permits for all hot work being performed at the Medical Center.

b. Manages safety and quality control for hot work being performed at the Medical Center.

c. Tracks compliance percentages for the hot work permit process with the Capital Program Coordinator.

d. Recommends and manages changes in the hot work permit process in conjunction with the Medical Centers building insurance carrier.

  • Serves as the UMMC liaison between Project Development and Operations & Maintenance departments and the Construction Managers Superintendents and Project Managers/Assistants for all ongoing projects (demolition/renovation/construction) within the Medical Center.

Qualifications :

Education and Experience

  • Bachelors Degree in engineering field or equivalent experience is required with demonstrated equivalent knowledge gained though constructionrelated work experience training certification and competency may be substituted.
  • Five years professional facility operations experience in Hospital setting required.
  • Certification in Hot Work and/or Loss Prevention by FM Global or other corporate property casualty insurer required within 1st year of hire into the job. (Must be obtained within first 6 months of employment)

Knowledge Skills and Abilities

  • Current knowledge of Maryland State Occupational Safety and Health Administration National Fire Protection Agency BOCA and other related State and Federal regulations.
  • Current knowledge of TJC Environment of Care requirements which are needed to ensure compliance and continued accreditation.
  • Current knowledge of complex utility systems preferably hospital or health care related. Ability to mitigate utilityrelated problems especially planned and/or unplanned utility outages.
  • Current knowledge and certification in medical gases compliant with NFPA 99.
  • Ability to effectively communicate coordinate maintain and lead hospitalwide project (demolition/renovation/construction) initiatives.
  • Ability to work with potentially hazardous tools chemicals and/ or power equipment safely and effectively.
  • Effective verbal and written communication skills are required to work with management skilled tradesmen and various hospital clinical and administrative staff.
  • Ability to read technical equipment operation manuals.
