TASK FORCE: EDUCATION

JOB TITLE: One (1) Assistant Analyst / Analyst

SUMMARY:
The Mayors Office of Management and Budget (OMB) is the City governments chief financial agency. OMBs staff of analysts and experts assembles and oversees the Mayors expense and capital budgets which fund the services and activities of approximately 90 City agencies and entities.
OMBs Education Task Force oversees and prepares the expense revenue and capital budgets for both the Department of Education (DOE) and the City University of New York (CUNY) which account for roughly one third of the Citys expense budget. These agencies serve over one million students.
The DOE Revenue Unit within the Education Task Force oversees $18 billion in State Federal and other aid streams. This Unit manages DOEs revenue budget monitors the awarding of new grants interprets and tracks legislation that may affect DOEs revenue and determines the budgetary impacts of Federal and State policy on DOE.
JOB DESCRIPTION:
The duties of this position include the following activities:
Help prepare the DOEs annual revenue budget. This includes the evaluation of the agencys revenuerelated requests developing recommendations and presenting issues to senior management.
Enter revenue budget actions into the Citys financial management system. Ensure accuracy of the revenue budget in the system.
Analyze monthly cash flow actuals and create the cash flow plan to ensure that DOE achieves the planned revenue budget.
Prepare technical financial reports to project anticipated annual revenues. Organize and manipulate data to perform analyses to accurately forecast revenues. Monitor claims/bills processed and outstanding receivables. Identify and explain revenue variances.
Review monitor and analyze legislation budget processes and policy proposals affecting the revenue budget.
Create documents containing financial information recommendations for action and/or documents for public review.
Assist other Units in the Education Task Force and work on special or adhoc projects as needed.
QUALIFICATIONS:
Must possess a strong desire to personally learn and grow and be excited to take on challenges.
Must possess strong computer technology skills including a proficiency in Microsoft Office software (Word Excel Access and PowerPoint) and the ability to learn new technology quickly.
Must be selfmotivated to get things done independently as well as enjoy working with others on a team.

Excellent written and spoken communications skills.
Excellent interpersonal skills including conflict management and the ability to maintain working relationships with staff City officials government agencies the public and others with utmost professionalism.

REQUIREMENTS:
Assistant Analyst ($58581): Bachelors degree in Business Finance Economics Public Policy Analysis/Administration or a subject related to the specific assignment with no or one year of fulltime experience in budgetary planning/management financial analysis public policy analysis/administration or a related field.
Analyst ($74893): Bachelors degree in Business Finance Economics Public Policy Analysis/Administration or a subject related to the specific assignment and a minimum of two years of budgetary planning/management financial analysis public policy analysis/administration or a related field; or an awarded Masters degree in Financial Management Business Public Administration or a field related to the specific assignment.
Qualifications :
1. A baccalaureate degree from an accredited college.
