TASK FORCE: INFRASTRUCTURE AND TRANSIT AUTHORITY
UNIT: TRANSIT
JOB TITLE: One (1) Assistant Analyst / Analyst / Senior Analyst

SUMMARY:
The Mayors Office of Management and Budget (OMB) is the City governments chief financial agency. OMBs staff of analysts and experts assembles and oversees the Mayors expense and capital budgets which fund the services and activities of more than 90 City agencies and entities.
The Transit Unit is seeking to hire an Assistant Analyst / Analyst / Senior Analyst to support the units work on analyzing and tracking Metropolitan Transportation Authority (MTA) capital and operating budgets including City contributions as well as overseeing the Taxi and Limousine Commission (TLC) operating budget. The analyst will be responsible for financial and operating data gathering and analysis invoice reconciliation project tracking contract review preparing reports and presentations and conducting policy and economic research.
The Transit Unit is part of OMBs Infrastructure Task Force which also includes the New York City Department of Environmental Protection (DEP).
JOB DESCRIPTION:
The duties of these positions encompass the following activities:
Reviewing the budget and financial plan of the Metropolitan Transportation Authority and preparing the Financial Report on the agency
Reviewing invoices and preparing payment vouchers to authorize City funds for MTA expenses
Reviewing Taxi and Limousine Commission programs and expenditures in the preparation of the annual expense budget to ensure a sufficient allocation of resources for the agency to meet mandated responsibilities and programmatic requirements
Monitoring the ongoing administration of the Taxi and Limousine Commission expense budget to ensure that agency resources and program allocations are expended in accordance with established priorities and goals and evaluating performance
Analyzing program expenditure options and recommendations involving agency operational and organizational issues to ensure the provision of maximum services at the least cost
Preparing written and oral budget presentations to the Mayor City Council and other oversight bodies to ensure that the budget process proceeds in accordance with legal and charter mandates
Analyzing legislative proposals and estimating their fiscal impact on operational policies
Assisting with ad hoc projects within the task force
QUALIFICATIONS:
Demonstrated quantitative and analytical skills including ability to use Excel formulas and pivot tables
Excellent written verbal and interpersonal communication skills
Resourceful problemsolver who seeks out answers to complex questions proactively
Positive team player committed to achieving both personal and shared goals
Must be able to work evenings and weekends as needed
REQUIREMENTS:
Assistant Analyst ($58851): Bachelors degree in Business Finance Economics or a subject related to the specific assignment with no or one year of fulltime experience in budgetary planning/management financial analysis public policy analysis or a related field.
Analyst ($74893): Bachelors degree in Business Finance Economics Public Policy Analysis/Administration or a subject related to the specific assignment and a minimum of two years responsible budgetary planning/management financial analysis public policy analysis/administration or a related field; or an awarded Masters degree in Financial Management Business Public Administration or a field related to the specific assignment.
Senior Analyst ($84257): Bachelors degree in Business Finance Economics Public Policy Analysis/Administration or a subject related to the specific assignment and a minimum of three years of fulltime experience in budgetary planning/management financial analysis public policy analysis/administration or a related field; or an awarded Masters degree in Business Public Policy Administration Finance Economics or related field and one year of relevant experience.
Qualifications :
1. A baccalaureate degree from an accredited college.
