The Office of Emergency Preparedness and Response (OEPR) promotes DOHMHs and NYCs ability to prepare for respond to and recover from health emergencies through the coordination of agencywide emergency preparedness planning training and exercises and through regular engagement with communities as well as city state and federal partners. OEPR is responsible for ensuring DOHMH is in a constant state of readiness as well as preparing NYCs healthcare system to respond to any type of emergency. OEPR envisions a healthy resilient city in which all New Yorkers can achieve and maintain optimal and equitable health outcomes before during and after emergencies. OEPRs work recognizes the social inequities that can negatively impact our efforts to maintain and improve the health of New Yorkers during and after a disaster.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
The Director of Healthcare Coalition Operations will engage in the following job activities:
Lead OEPR Bureau of Healthcare and Community Readiness Operations Unit with at least 2 direct reports to support interagency planning and response to medical surge and patient movement and incorporating agency subject matter experts to develop train and exercise citywide public health emergency operational plans to meet stakeholder needs and federal grant requirements.
Serve as point of contact for all ASPR Hospital Preparedness Program (HPP) exercises requirements over the 5year project period.
Develop or manage the development of healthcare delivery partner trainings to support engagement on critical issues including alternate care sites crisis standards of care health equity incident command and other critical readiness subjects
Develop and maintain situational awareness capabilities for healthcare delivery in coordination with the NYC HCC and other agency partners
Serve as project manager provide programmatic oversight and budget management of contracted vendors to ensure deliverables are met
Collaborate closely with and develop materials for city agencies regarding health and medical response to ensure that preparedness programs are aligned with citywide plans protocols and objectives
Contribute to continuous evaluation and improvement of citywide approach to health and medical emergency response
Serve as the agency representative to healthcare delivery partners and share agency communications and lead operational efforts with a healthequity lens
Coordinate healthcare facility data resources including hospitals nursing homes and adult care facilities and oversee further development of expansion to include new sectors
Work with situational awareness systems providing medical intelligence reporting relevant to response including those provided by NYS Department of Health Greater New York Hospital Association NYC Emergency Management and other partners
Serve in a leadership role and staff the HSSB of the agency Incident Command System when activated.
PREFERRED SKILLS:
Twp years of experience in a managerial consultative administrative or supervisory capacity
Experience working with the healthcare sector stakeholder engagement and project management
Experience with multitasking and analyzing evaluating and managing program operations in a high volume fast paced environment
Experience and/or certification in education teaching or instruction
Demonstrable leadership in emergency operations including field response and safety
Excellent communication (verbal & written) and interpersonal skills
Experience with data collection analysis and interpretation
Familiarity with or capacity to learn incident management project management and situational awareness software
Professional or Board Certification in Emergency Management Public Health Business Continuity or similar
Completion of FEMA Homeland Security Exercise and Evaluation Program course (HSEEP) ISand 800 as well as ICS300 and ICS400
Fluency in Microsoft Office.
