About HPD and the Office of Housing Access and Stability:

The Office of Housing Access and Stability (HAS) consists of the divisions of Housing Opportunity Tenant and Owner Resources Housing Stability Budget and Program Operations and Program Policy and Innovation. The mission of the office is to ensure fair efficient and transparent access to affordable housing. The Office provides subsidies placement services and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices affirmatively furthering fair housing and stabilizing the financial health of buildings.

Your Team:

The Division of Program Policy and Innovation (DPPI) will provide support across the Office of Housing Access and Stability (HAS) to coordinate policy development and analysis support implementation of new rules and regulations monitor program integrity and compliance manage the selection of contracts for projectbased rental assistance and improve outcomes for program participants beyond affordable housing. Risk Management Specialists in the Regulatory Compliance Unit will ensure federal and local rules are successfully implemented and where possible remediation opportunity is provided to those who fail to meet requirements.

Your Impact:

Under the supervision of the Director of Special Programs in the Division of Tenant Resources in the Office of Neighborhood Strategies the selected candidate will be responsible for supervising and assisting in the program design of an expanded Family Self Sufficiency Program (FSS). FSS available to Section 8 participants is an innovative program that provides a financial incentive for families to achieve their employment related goals over the course of five years. The program focuses on longterm stability through education training employment case management and other support. Successful graduates of the program leave with an average of $7000 and steady employment the FSS Coordinator helps to make sure that the program maximizes the success of every program participant.

Your Role:

As FSS Coordinator the selected candidate will provide guidance to two team leaders and eight case managers on proper Case Management practices and the maintenance of uptodate accounts for FSS participants. They will research and analyze FSS participant data make recommendations for new or improved program areas and maintain strong partnerships with CommunityBased Organizations (CBOs) to develop new ways to better serve participants and increase long term involvement. In addition the candidate will be responsible for planning group meetings as needed for FSS clients formulating program policy and procedures to be included in the FSS Action Plan and communicated to the team; supporting the work of an advisory Program Coordinating Committee coordinating with other agencies to expand the current pool of resources; and tracking program expansion and results. The Coordinator will also ensure the team meets ongoing federal reporting requirements and assist in completing the funding application for the program.

Your Responsibilities:

The selected candidate will represent the Director of Special Programs at internal and external meetings and projects resolving issues of concern to clients partners the agency and the public. She/he will also assist with public outreach programs ensuring that accurate information is relayed to potential clients to program participants and the public elected officials and other governmental entities. She/he will also provide written and/or statistical analyses as needed and produce relevant memoranda analytical reports and spreadsheets and/or presentation summarizing findings. She/he will be responsible for ensuring that program policies procedures and practices are consistent with Section 8 FSS regulations and that the FSS staff have the support and structure needed to follow these requirements.

Qualifications :

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
