THIS IS A TEMPORARY GRANTFUNDED POSITION.
The New York City Housing Authority (NYCHA) is committed to increasing opportunities for low and moderateincome New Yorkers by providing safe affordable housing and facilitating access to social and community services. NYCHAs Department of Resident Economic Empowerment & Sustainability (REES) is charged with working to develop and implement programs policies and collaborations to measurably support residents increased economic opportunities with a focus on asset building employment advancement adult education and training and business development.
NYCHA was awarded a $3.7 million grant from the U.S. Department of Housing and Urban Development (HUD) to bring a Jobs Plus Program to Coney Island Brooklyn. The HUD Jobs Plus Program is a comprehensive placed based employment model that offers services to all workable residents in designated public housing developments or clusters of developments and serve as a platform to help residents build their skills and connect to the labor market so they can increase their incomes. Services are located on or close to the targeted developments and offer a range of services designed to support work including employer linkages job placement and counseling educational advancement financial counseling and rent incentive and community building. The NYCHA Coney Island Jobs Plus program will serve residents living in the Surfside Gardens Coney Island 1 and Coney Island 1 (Site 4&5) developments in the Brooklyn.
REES is seeking a dynamic Program Manager Coney Island Jobs Plus who will play an integral role in the launch implementation and grants management of the program ensuring that program objectives and services are consistent with the HUD Jobs Plus Initiative Program and has a positive and measurable impact on the targeted developments. The Program Manager Coney Island Jobs Plus will manage the daily operation of the onsite Coney Island Jobs Plus program to include planning developing implementing and coordinating placebased activities cultivating relationships with key stakeholders and supervising program staff.
The ideal candidate will have a strong background in program management excellent leadership skills and a passion for driving positive change through strategic program initiatives. The Jobs Plus Program Manager reports to the REES Assistant Director of Intake Assessment & Zone Coordination.
Responsibilities shall include but not be limited to the following:
1. Program Management: Provide overall program coordination and management of the NYCHA Coney Island Jobs Plus program.
2. Staff Management: Provide direct supervision to 4 full time and 3 parttime Coney Island Jobs Plus Staff including an Intake/Resource Specialist Employment Coordinator Career Development/Education case Manager Financial Counselor and Community Coaches.
3. Program Outreach & Recruitment: Assist with the development and implementation of recruitment strategies that market and promote the Jobs Plus Programs services to residents and recruit program participants including planning developing and implementing marketing plans; directing staff on how to market the program; assessing the effectiveness of marketing efforts; and taking corrective action as needed.
4. Partner Management: Establish and maintain relationships and partnerships with resident associations of the targeted developments the local SBS WorkForce 1 Center key Partners local community organizations employers and other stakeholders including social or supportive service providers community organizations and educational institutions. Draft Memorandum of Agreement(s) following a template and establish a feedback loop with program partners involved in the various Jobs Plus components. Assist with coordination of program activities with program partners.
5. Service Delivery: Develop coordinate and manage Jobs Plus Program services and activities including workplace readiness training financial capability and other programs for Jobs Plus members consistent with the HUD Jobs Plus goals and objectives. Collaborate with program partners internal and external stakeholders to determine program or service content including developing a calendar of activities including workshops seminars job fairs and community building events.
6. Grants Management: With support from REES Leadership work to assure program compliance with the HUD Job Plus grant requirements including developing annual Jobs Plus operational workplan preparing and submitting quarterly narrative and quantitative reports; monitoring program progress and tracking key performance indicators to measure program effectiveness. Prepare and present program reports to REES Leadership NYCHA senior management and key stakeholders.
7. Serve as the primary Coney Island Jobs Plus liaison and point person for NYCHA. Represent the Job Plus Program before government representatives CBOs residents and the public; serve as the primary point of contact on program issues. Be part of the team to represent NYCHA at HUD Jobs Plus trainings and grants management meetings other external meetings and/or site visits with elected officials HUD community boards and other key stakeholders.
8. Perform various administrative duties; prepare and submit correspondence presentation materials reports and other documents; maintain databases; establish and maintain confidential files and perform other administrative assignments as directed.
NOTE: IF THIS APPOINTMENT IS MADE ON A PROVISIONAL BASIS PURSUANT TO 65 OF THE NYS CIVIL SERVICE LAW NO TENURE OR PERMANENCE ACCRUES TO AN INCUMBENT IN THIS POSITION BY VIRTUE OF SUCH APPOINTMENT.

Qualifications :
1.A fouryear high school diploma or its educational equivalent and three years of fulltime satisfactory experience working directly in social/human services or a related setting providing either:
a) client services.
b) employment planning/counseling services which involves job development skills assessment and employment placement or other economic opportunity programming.
2.A baccalaureate degree from an accredited college; plus eighteen months of fulltime satisfactory experience working as a Benefits Opportunity Specialist; or
3.A baccalaureate degree from an accredited college; plus eighteen months of fulltime satisfactory experience as described in one (1) above.
4.4. College credit from an accredited college may be substituted for this experience on the basis of 60 semester credits for 9 months of the work experience described above. However all candidates must have at least 18 months of fulltime satisfactory experience working as a Benefits Opportunity Specialist or performing social/human services work as described in one (1) above.
