Job Description

Under managerial and executive direction with wide latitude for independent initiative and judgment the Administrative Staff Analyst in NYCHAs Supply Management and Procurement (SMP) department will perform difficult professional work in the preparation and conduct of administrative procedural and operational analysis concerning NYCHAs procurement operations and may supervise staff performing such work.

Duties may include but are not limited to the following:

Lead ongoing data governance of NYCHAs Item Master (i.e. HA Catalog) housed in NYCHAs financial and procurement system Oracle EBS.
Create and align services and materials catalog items with appropriate identification numbers and related attributes.
Collaborate with NYCHAs warehouse unit materials and services Procurement units and NYCHA administrative departments to resolve issues on inventory drop ship and services catalog
items.
Use datadriven methodologies tools and analyses to maintain the Item Master (i.e. HA Catalog).
Produce periodic recurring procurement inventory material spending and backorder analysis reports to help reduce outstanding orders.
Prepare analyses of price and quantity for materials or services purchases to support new development of new solicitations.
Oversee collection maintenance and analysis of data for the departments key performance indicators.
Collect and analyze data and prepare charts graphs and other related material.
Conduct spend analysis market and vendor research and supplier relationship management activities as needed to support procurement and strategic sourcing activities.
Conduct research and analysis of NYCHAs contracts to determine the availability of contract capacity and term extensions.
Serve as project manager on key departmental initiatives including the conduct of related training of appropriate staff.
Design and implement system procedures manuals and forms.
Report timely on special requests or assignments received from the executive team.

1. Due to the existence of a civil service list candidates must have permanent civil service status in the title of Administrative Staff Analyst to apply.
2.For NYCHA employees employees applying for transfer promotional title or level change opportunities must have served a period of one year at current location and in current title and level
(if applicable).
3.INTERAGENCY TRANSFERS INTO NYCHA OF THOSE PERMANENT IN TITLE ARE NOT PERMITTED IN THE FACE OF AN ACTIVE AND VIABLE NYCHA PROMOTION LIST OR
PREFERRED LIST FOR THE SAME TITLE.

Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
