HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.
HPDs Office of Policy and Strategy (OPS) leverages its expertise to guide and support HPD and its many offices in their efforts to deepen their impact optimize their efficiency and become more datadriven complianceattentive climateadaptive and missionfocused. To do so OPS collaborates with staff and senior leadership from across the agency as well as with representatives from other Agencies. OPS carries out its work through delivery of rigorous data policy and financial/credit analysis; technical and statistical research; compliance awareness and adherence; and techniques in program visioning and design to all of HPDs areas of practice.
The Division of Housing Policy (DHP) coordinates the agencys response to highpriority housing policy initiatives. The Assistant Commissioner for Housing Policy will report to the Deputy Commissioner for Policy and Strategy working closely with the Research & Evaluation Credit and Special Underwriting Strategic Operations and Analytics and Sustainability teams within OPS and others across the agency to develop and build support for policy recommendations that advance the agencys mission and further our commitment to fair housing and equity.
The Assistant Commissioner for Housing Policy will oversee:
Fair Housing Policy and Investments Team: Addresses discrimination segregation and disparities in access to opportunity by promoting programs and policies that further fair housing. Develops the Citys comprehensive fiveyear fair housing plan and related reports identifying challenges setting goals strategies and actions. These investments empower New Yorkers with realistic housing choices and ensure access to fundamental resources regardless of race ethnicity disability religion or other protected characteristics.
Policy Development and Special Initiatives Team: Collaborates with teams across the agency to assess policy proposals design new initiatives and review the impacts of existing and proposed legislation on HPDs work. Provides policy insights analytical support and indepth assessments for various projects.
Senior Policy Advisors: Develops and applies subject matter expertise to integrate the Divisions work into HPDs broader policy agenda. Ensure policies advance the Citys climate objectives address the needs of New Yorkers with disabilities and bridge the digital divide for populations served.
The Assistant Commissioner will:
Lead team of policy analysts data analysts and special advisors with a wide range of expertise building and maintaining a culture of rigor collaboration and inclusivity;
Grow and leverage expertise within OPS to analyze internal and external housing policy proposals including but not limited to proposed local state and federal legislation;
Identify opportunities to and respond to colleagues requests to better align agency policies and programs;
Work closely with the Chief Research Officer / Assistant Commissioner for Research and Evaluation to better integrate cuttingedge research into the policy development and analysis;
Coordinate across OPS to fully leverage the range of skills insights and resources available to advance the divisions and the offices work;
Build relationships with colleagues and teams across the agency to improve and build support for policy recommendations and proposals;
Represent the team internally and externally in a variety of settings;
Undertake critical special projects/initiatives as requested by the Deputy Commissioner as needed.

Qualifications :
Graduation from an accredited college with a baccalaureate degree and three years of progressively responsible supervisory administrative or consultative experience in a largescale real estate management or maintenance operations government subsidized relocation activities or a related field. Graduate work in an appropriate field may be substituted for up to two years of the general experience required; or high school graduation and seven years of the experience as described in the aforementioned
