Transportation Planning & Management (TPM) is responsible for the safe efficient and environmentally responsible movement of people and goods on the Citys streets supporting the larger goals of economic and social vitality for people living working and doing business in New York City. The Divisions core functions operational responsibilities for street infrastructure that regulates traffic flow parking and commercial deliveries and ensure the safety of motor vehicle occupants pedestrians and bike riders and for developing and implementing a wide range of projects that further safety efficiency and sustainability goals.
TPM is seeking a Deputy Director for the Regional Planning Team within the Strategic Planning Unit. This team collaborates closely with the New York Metropolitan Transportation Council (NYMTC) and various internal and external stakeholders to develop a transportation system that is sustainable efficient and equitable for New York City. The team coordinates the agencys input on key planning products such as the Regional Transportation Plan and the Unified Planning Work Program (UPWP) while also supporting citywide equity and environmental justice initiatives.
Reporting to the Director of Strategic Planning the Deputy Director will play a key role in expanding existing initiatives developing new projects and securing funding for regional transportation efforts. The ideal candidate will be comfortable conducting research providing concise recommendations and interacting with senior management. Strong written and verbal communication skills are essential as the position involves coordinating with multiple stakeholders and partners. In this role the Deputy Director will supervise a team of four (4) fulltime staff excluding interns temporary staff and consultants fostering a collaborative and inclusive work environment that encourages professional growth.
The Deputy Director will be responsible for overseeing the planning budgeting and timely delivery of planning products while identifying potential risks and implementing solutions to ensure seamless project execution. They will conduct research and provide datadriven recommendations to advance regional transportation planning. Additionally the role involves identifying funding opportunities managing budgets and ensuring compliance with grant and funding requirements to successfully support the agencys objectives.
Preferred Skills
Experience working with a Metropolitan Planning Organization (MPO) and coordinating efforts across city state and regional agencies. Knowledge of and experience in transportation policy planning operations management or transportation technology. Understanding of the technical aspects of transportation infrastructure and the ability to think and act strategically. Proven experience in analyzing interpreting and communicating transportation performance issues. Proficient in budget management data analysis and report writing with strong skills in the MS Office Suite. Familiarity with transportation data analysis tools (e.g. ArcGIS) and Adobe Suite. A valid drivers license is a plus. Strong problemsolving skills and the ability to manage multiple projects in a fastpaced dynamic environment.

Qualifications :
1. A baccalaureate degree from an accredited college or university and two years of satisfactory fulltime experience in city planning; or
2. A satisfactory combination of education and/or experience that is equivalent to 1 above. Graduate
education in city planning urban planning urban design architecture landscape architecture transportation engineering public administration economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However all candidates must have a baccalaureate degree.
Special Qualification Requirements
Assignment Level III
To be eligible for placement in Assignment Level III individuals must have after meeting the minimum requirements one additional year of professional experience as described in 2 above.
Assignment Level IV
To be eligible for placement in Assignment Level IV individuals must have after meeting the minimum requirements two additional years of professional experience as described in 2 above.
