Reporting to the SCM Manager the Senior Demand Officer is responsible for demand Management Market analysis and compilation of the procurement plan in line with SCM Policy and Procedures in support of company s vision mission and strategic organisational goals.
Conduct need assessment categorising commodities and acquire budget confirmation.
Compile the procurement Plan for operational budget based on needs assessment and budget
availability for procurement above R1 million or determined by National Treasury.
Compile the consolidated procurement Plan for capital projects based on departmental procurement plan submissions and budget availability for procurement above R1 million or determined by National
Treasury.
Review specifications and ensure that the specifications and terms of reference comply with relevant
legislation.
Conduct market analysis and commodity price check to assist user departments with cost estimations
for their services or goods required.
Compile and maintain commodity price list for use of acquisition benchmark.
Advise on suitable sourcing strategies based on market and price analysis.
Manage and report on the procurement plan progress/performance on a monthly Quarterly and
annual basis.
Advise on bid specification and end users on compilation of specifications in line with SCM prescripts.
Provide support in the bid and quotation process relating to need analysis price benchmarking and
specifications etc.
Ensure compliance with all SCM legislative and prescripts requirements related to demand
management.
Directly supervise SCM subordinates on demand related items where required.
Ensures compliance and monitor the system in terms of the PFMA and all relevant pieces of
legislation related to SCM AND Demand Management.
Implement update and report on Risk and Audit action plan related to demand management unit.
Adhere to HR Policy and Procedures (PMS Training etc.)
Essential
National Diploma in Supply Chain or Economics or Finance 4 years
