Job Description

Position Purpose

Manage the development of new power supply resources and plans to meet the longterm capacity and energy requirements of the organizations members; collaborate with other utilities associations and interested parties. Provide and/or direct analytical support for the management and acquisition of generating assets including load forecasting integrated resource plans requested member projects and longterm capacity and energy contracts. Manage the organizations power delivery to total requirements members and participants in compliance with all transmission tariffs contractual obligations and reliability requirements. Seek potential opportunities to optimize energy capacity transmission and fuel contracts around the assets in the organizations portfolio. Ensure representation of the organizations interests with transmission groups and providers. Participate in the development of the organizations budget.

Essential Duties and Responsibilities

  • Employees contribute to accomplishing company goals and a positive work environment by performing other duties as required.
  • Prepare and continuously update load and capability projections by load region and oversee annual load forecasts for the ornganization and its participants and annual resource generation projections. Make regular presentations to the Board of Directors and Power Supply Committee on resource planning activities prospective resources and resource acquisitions.
  • Prepare 5year Integrated Resource Plan and Annual Progress Report for submittal to Western Area Power Administration on behalf of members.
  • Oversee the analysis and preparation of business cases and analytic support for new participant communities requests for proposals power supply and resource acquisition proposals and transmission requests and rollovers.
  • Lead the process to determine the resources to be included in the future power portfolio. Develop new generation resources cooperatively with other interested power supply entities.
  • Monitor and ensure participation in regional working groups and committees that oversee or relate to resource and market activities related to areas of job responsibility and collaborate with others on staff to evaluate impacts to the ornganization. Tracking and planning for regional reserve margins. Oversee preparation and submittal of resource adequacy reporting and modeling calculations and documents.
  • Lead the analysis of historical and projected resource generation including changes in resource status or performance. Compare to load forecasts to determine regional positions and need for shortterm resource contracts. Annual reconciliation with Accounting staff to compile resource generation energy for load and resource cost data.
  • Oversee the analysis and evaluation of transmission alternatives and collaborate with team members to optimize the assets in the portfolio.
  • Track resource environmental metrics as required for compliance resource subscriptions and our 2050 Vision.
  • Direct analytics support from The Energy Authority (TEA) in Portfolio Management role in cooperation with Markets Operations Manager.
  • Monitor developments in state and federal legislation and regulations relating to power supply and the utility industry and provide support for tracking and reporting.
  • Ensure compliance with all transmission tariffs contractual obligation and RTO directives.

Supervisory Responsibilities

Directly supervises employees in Resources Planning & Transmission. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing hiring and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience

Bachelors degree or other related technical degree from a fouryear college or university and 57years of relevant work experience or equivalent combination of education and experience.

Certificates Licenses Registrations

  • Valid drivers license required
  • Registered Professional Engineer desired.
