Job Description
EDUCATION/CERTIFICATIONS MANDATORY
- Bachelors degree
- Project Manager Professional (PMP) certification mandatory
WORK EXPERIENCE MANDATORY
- Minimum of 8 years of experience in program management
- Program manager with experience leading an effort of similar size scope and complexity.(min$100M)
WORK EXPERIENCE NICE TO HAVE
- Prior agency experience
ROLES AND RESPONSIBILITIES
- DS/C requires comprehensive Program Management (PM) support to provide the necessary framework process optimization coordination and governance to ensure the success of this effort. The Contractor shall establish the program plans structures processes schedules reporting requirements communication channels and quality control functions necessary to fully achieve DS/C objectives. Specific program management goals include:
- Ensure alignment of activities with contract goals and objectives promoting operational efficiencies avoiding schedule and resource collisions and providing DS/C management visibility into ongoing efforts and resource usage.
- Provide a central point of communication and issue management for critical production issues and transition issues.
- Generate Monthly/Quarterly Reports.
- Develop project charters plans project timelines standard operating procedures (SOP) service level agreements and project schedules.
- The program manager shall be physically located at SA14 1400 Wilson Blvd Arlington Virginia and at a minimum must have the authority to bind the firm and must be capable of effectively coordinating logistics planning and attending meetings both ad hoc and scheduled and addressing all escalated issues. The program manager shall be responsible for all contractor personnel and shall ensure that program SLAs and other requirements are met.
- The program manager shall be capable of effectively communicating both orally and in writing and shall maintain a complete and thorough knowledge of the Contractors original proposal the terms and conditions of this contract and any contract modifications signed or pending signature.
- The program manager shall stay fully appraised of the status of all tasks through regular meetings or correspondence with the Contractors onsite team lead(s). The program manager shall be the main pointofcontact for the COR to discuss any contractual issues that may arise during the base and all option years of this contract. The program manager shall have the authority to make legally binding commitments on behalf of the Contractor. The program manager is required to acknowledge all verbal or written correspondence from the COR and Contracting Officer within four business hours. The date and time associated with a complete resolution of the issue will be by mutual agreement unless the COR designates otherwise.
