Job Title: Investment Planning Program Manager (751480)
Location: Richmond VA
Duration: 7 Months
Years of Experience: 15 Yrs.
Required Hours/Week: 40hrs./Week
Notes:
- Need Local candidates to VA only.
- Candidate MUST possess PMP certification through PMI or VITAs PM certification. No other certification qualifies.
- Candidate must also be able to work onsite 23 days/week.
- Contractor will be responsible for purchasing parking through endclients client Parking Management Office or procuring their own parking
Responsibilities:
- Oversee Initiatives
- Oversee Information Technology initiatives for assigned programs.
- Assign resources to project teams to complete deliverables.
- IT Policy Compliance
- Ensure compliance with endclients client and VITA policies standards and guidelines governing IT computer systems.
- Program Maintenance
- Oversee work and staff in the assigned program to ensure consistent process and quality standards are implemented.
- Execute Program
- Supervise staff supporting assigned ITD function(s). Responsibilities include supervision of staff in execution of daytoday processes tied to the specific ITD function. Perform managerial and technical work ranging from simple to moderate difficulty. Interact with peer supervisors and the IT Portfolio Managers to meet customer needs.
- Manage Programs and Projects
- Plan oversee and implement delivery of technology projects or services. Oversee staff assignments and priorities. Develop training plans for team members. Develop and implement procedures processes and best practices. Provide strategic planning for program areas and recommend new technologies.
- Strategic Management
- Work with peers and subordinates to define strategic direction for assigned technology program. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.
- Business Process Improvement
- Identify business processes that may be improved with technology solutions. Create processes and tools to facilitate increased efficiencies.
- Reporting
- Provide status reports on project plans timelines schedules and progress updates. Participate in strategic planning for programs projects or systems.
- Ensure Compliance
- Provide compliance management and ensure that staff comply with required VITA DHRM endclients client and ITD policies processes and procedures.
- Improve Processes
- Responsible for tracking operational metrics on assigned ITD functions. Apply those metrics to identify and improve function specific processes.
Required skills:
- Ability to supervise technical staff and programs.
- Ability to supervise and coordinate multiple projects and teams of a complex and technical nature.
- Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
- Skill in technical troubleshooting to include applications systems and network problems etc.
- Ability to perform system analysis and design.
- Ability to perform financial analysis and return on investment calculations.
- Ability to perform requirements analysis.
- Ability to collect and organize performance metric data to present to management.
- Ability to develop interpret and apply policies and procedures in an IT environment.
- Ability to interact and communicate effectively orally and in writing with internal and external customers.
- Ability to develop and implement work plans.
- Technical knowledge and skills in technologies appropriate to the assigned program.
- Skill in researching best practices and applying them to organizational guidelines and policies.
- Ability to multitask in a fastpaced environment.
- Ability to establish and maintain professional working relationships and interact effectively with customers and vendors.
- Ability to interpret and apply policies and procedures in an IT environment.
- Skill in organizing and prioritizing activities.
- Skill in the use of computers and software applications.
- Current Project Management Professional (PMP) from the Project Management Institute (PMI)
- Candidate must have a minimum of 15 years experience managing largescale projects involving technology procurement
- Solid understanding of software development life cycle models as well as expert knowledge of both Agile and Waterfall project management principles.
- Balance business/technical background with sufficient level of technical background to provide highly credible leadership to technology teams.
- Microsoft Office products (Word Excel Access Outlook Visio PowerPoint Project Server)
- Bachelors degree
- Experience with VITAs Commonwealth Technology Portfolio (CTP) system and ECOS/COVRamp
- process is strongly preferred.
- Experience with the core Commonwealth IT procurement processes (RFP VITA)
- Statewide Contract and CAI SOW is preferred.
- Knowledge of technology and methodology of computer and network systems and software.
