I. DESCRIPTION OF SERVICES

Texas Alcoholic Beverage Commission requires the services of 1 Business Analyst 2 hereafter referred to as Candidate(s) who meets the general qualifications of Business Analyst 2 Applications/Software Development and the specifications outlined in this document for the Texas Alcoholic Beverage Commission.
All work products resulting from the project shall be considered works made for hire and are the property of the Texas Alcoholic Beverage Commission and may include preselection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Alcoholic Beverage Commission will pay no fees for interviews or discussions which occur during the process of selecting a Candidate(s).
(30%) Coordinates and analyzes user requirements procedures and problems to automate or improve
existing systems; and coordinates and analyzes computer system capabilities workflow and scheduling
limitations.
- Facilitates meetings and discussions with internal and external stakeholders to document statements
of work project charters business and functional requirements procedures and workflows user
stories acceptance criteria test plans and risk assessment plans for all assigned projects in
accordance with project schedules
- Develops project schedules with assigned resources review with internal and external stakeholders
and manages the schedules to ensure projects remain within scope timeline and budget. Provides
weekly status reports and updated project schedules to project manager.
- Regularly reviews the risk log with internal stakeholders and external vendors to effectively quantify
and manage and identify projects risks and difficulties in accordance with the strategies documented
and update the risk log with new risks or changes. Designs strategies to mitigate or avoid them.
- Consults on the analysis of an application troubleshoots system problems and implements solutions.
Escalates issues to project manager.
- Develops the design and review of test cases; processes change requests; and manages a projects
scope acceptance installation and deployment. Conducts stage gate reviews at end of each major
phase of the project/s ensures decisions signoffs and approvals are documented assesses go/no go
decisions and ensures lessons learned or retrospectives are conducted at the end of each phase. Finds
true points of task/project failures and determine what could have been done differently. Provides
reports to project manager.
(30%) Coordinates the service request life cycle through customer related service request responses business
requirements coordination technical specifications and related artifacts review and monitors system
integration and user acceptance testing prior to implementation.
- Works closely with the project Quality Assurance (QA) function to ensure comprehensive and cohesive
plans and documents are in place for sprint validation triage processes regression testing acceptance
approval migration stability and production support.
- Ensures detailed User Acceptance Testing (UAT) plans are in place for all projects.
- Ensures that user stories and acceptance criteria for all approved requirements have been
documented reviewed by the Subject Matter Experts (SMEs) and approved by the business divisions.
- Ensures QA tasks and processes are well defined to include Comptroller of Public Accounts (CPA) as
applicable smoke regression integration testing and defect management.
- Escalates issues to ITD management with solid facts for the situation as well as several options (with
pros and cons) to correct the situation/s as well as recommended options.
(30%) Supports the workflow processes for change management facilitates discussions among cross
functional teams of internal and external stakeholders (including supporting vendors) and ensures integrated
testing is executed where required.
- Ensures change requests for new or added requirements comply with the Texas Alcoholic Beverage
Commission Change Advisory Board (CAB) and/or the TABC AIMS CAB governance procedures and
the required documentation is provided in a timely manner for CAB Administration. Facilitates
business process workarounds for functions that are postponed or descoped and ensure these are
well documented and accepted by the divisions impacted.
- Works closely with the Business Service Division (BSD) and relevant business divisions/vendors to
ensure all financial transactions are tested and meet CPA requirements.
- Ensures all required integration points with external service vendors and other state agencies are part
of the project plan and timely communication with these service providers as well as scheduled testing
is in place.
- Identifies opportunities for improving business processes through automation and assists in the
preparation of proposals to develop new systems.
(5%) Develops training curriculum and conduct formal training sessions covering assigned systems module
and ensures that a migration plan is in place for deployment to production and includes processes to support
the maintenance Service level Agreement (SLA).
(5%) Performs other duties as assigned.

III. TERMS OF SERVICE
Services are expected to start 11/12/2024 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 1637 hours. This service may be amended renewed and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Alcoholic Beverage Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM excluding State holidays when the agency is closed.
The primary work location(s) will be at 5806 Mesa Drive Suite 122 Austin TX 78731. The working position is Telework. Any and all travel per diem parking and/or living expenses shall be at the Candidates and/or Vendors expense. Texas Alcoholic Beverage Commission will provide preapproved written authorization for travel for any services to be performed away from the primary work location(s). Preapproved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and preapproved through Texas Alcoholic Beverage Commission.
