SCOPE OF THE PROJECT:
The purpose of this IT expenditure is to hire a project manager for the next three years to assist with and oversee the procurement development and implementation of a new electronic infectious disease surveillance system (with associated user interface) to modernize disease reporting surveillance and management. The infectious disease surveillance system is critical to the State s capacity to monitor and control the spread of infectious diseases detect outbreaks of infectious diseases respond in a timely manner to control their spread and report these data to the Centers for Disease Control and Prevention. This system will form the foundation of the public health data warehouse environment for DPH and must conform to the specifications of the National Electronic Disease Surveillance System (NEDSS) of the Centers for Disease Control and Prevention (CDC). This system will be the basis of an evolving integrated surveillance environment.
In addition the project manager will continue to oversee and assist with enhancements of Maven SCION the current electronic infectious disease surveillance system until the new system is implemented.
DAILY DUTIES / RESPONSIBILITIES:
JOB PURPOSE:
Under limited supervision the Project Manager will work with the Communicable Disease Epidemiology Section (CDES) Tuberculosis STD/HIV and Lead Program Areas the Project Management Office QI/QA and the OIT. Contractor to coordinate and oversee all project management activities related to the procurement and implementation of a new electronic disease surveillance system and oversee the upgrades of the current SCION system until the new one is in place.
JOB FUNCTIONS:
Responsible for scope management of the project including but not limited to the development of the WBS WBS dictionary and the project scope statement.
Review and determine the impact of all scope change requests and submit them to the Project Sponsor for review and approval.
Develop the scope control and validation measures and communicate any changes to scope to all project participants.
Ensure that all project documentation is updated based on any changes made.
Utilize processes templates etc. approved by the project management office.
Develop and maintain a detailed project plan to monitor and track progress.
Communicates progress risks expectations timelines milestones and other key project metrics to team members and management staff. Where project control is in jeopardy creates contingency plans with appropriate input from key team members and implement a revised project schedule scope in a timely manner.
Other general project management duties as assigned.
The position will be utilized for up to 40 hours per week for the duration of this project. The selected candidate should be able to work flexible hours where it may be necessary for work to be completed outside traditional business hours.
The candidate will work closely with the CDES TB STD/HIV and Lead Program Areas the Project Management Office QI/QA and the OIT to identify prioritize and schedule workload and implementation. The position will work with program area team members to ensure that all business and contractual requirements are met to support the project.
Candidates must be selfmotivated teamoriented work under limited supervision and respond to priority tasks as needed.
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
Experience with project management of large enterpriselevel projects with proven implementation success.
PMP certification (through PMI)
Requirements gathering
Ability to develop communicate and present project documentation and reports.
Software development life cycle (SDLC) methodologies.
Experience in agile/scrum.
Knowledge of information technology field best practices organization and operations
Expert with Microsoft o365 products and applications (Word Excel Powerpoint Outlook Teams Sharepoint and Project)

Excellent written oral and interpersonal communication skills

REQUIRED EDUCATION:
Bachelors or Masters Degree in a relevant field of work or equivalent work experience.
Possesses 57 years of work experience managing IT implementation projects of moderate complexity and scope.
