Job Description

  • The main purpose of this role is to lead direct and effectively manage the Licensing Service which will support both Councils as part of the #OneTeam Transformation ensuring the post holder has oversight of all matters handled within the teams via line management of the local teams based on each geography. Ensuring the delivery of high technical and professional standards including providing high quality advice to the Council its clients partners and the public.
  • The post holder will be the professional expert on Licensing matters and dealing with the most serious contentious and complex issues relating to Licensing and will lead on those most challenging issues.
  • To review and transform all processes relating to Licensing service across the Councils ensuring that they are fit for purpose and improves efficiency and effectiveness at the point of delivery.
  • The post holder will work with the Director to lead and deliver commercialisation across a range of regulatory services specifically looking to develop a charging regime for licensing advice and preapplication consultancy.
  • To monitor revenue projects and provide regular and accurate project and financial management information to the Director.
  • To provide relevant expertise and professional knowledge input into departmental and corporate initiatives and projects where required to lead on specific projects. To deputise for the Director when appropriate.


Demonstrable evidence of a clear understanding of community safety & CCTV function and how it should be supported. Experience of leading and managing multi-disciplinary teams with linkages to several related services, ensuring that the synergies between these services are focused on delivering clear outcomes. Experience of successfully implementing forward thinking and innovative service changes. Experience of effective budget, people, and performance management. Experience of contract management with strong commercial acumen. Experience of interpreting information, with a flexible and creative problems solving approach. Making rational, realistic, and sound decisions. Experience of working at a senior level directly with politicians in a democratic environment.
