Job Description

HM Note: This hybrid role will be onsite as per the guidelines of the HM and commences October 21 2024. and nbsp;
Hybrid work arrangements are supported. Successful candidates will need to report to either the Peterborough or Toronto MNR office in order to both receive and return an Ontario Public Service imaged laptop.

Description:
In this role the successful candidate will be required to and nbsp;lead short business needs analysis for 5 projects under the Geospatial Ontario IT Program and nbsp;(please see attachments for more information):
  1. Intake item #197 LIO Modernize Data Maintenance (LIO Editor) (27.3% allocation or 30 days of effort)
  2. This project aims to review the data editing and maintenance requirements of users and data owners across the province. Results should be combined with the discovery outcomes of items 204 and 205 to design a replacement for the legacy LIO Editor/Mapper/Reporter toolset; i.e. recommend new Geospatial Ontario data maintenance solution(s).
  3. Intake item #204 Providing Access to OPS GIS to LIO Warehouse (13.6% allocation or 15 days of effort)
  4. This project aims to review the Geospatial Ontario Warehouse (authoritative geospatial data database) data access solutions against the needs of their users. The objective is to identify solutions available for decommissioning design recommended solutions for development as well as inform the development of new data modelling standards and/or the new data maintenance solution(s) (LIO Editor/Mapper/Reporter replacement).
  5. Intake item #205 LIO Data Modelling Standards (13.6% allocation or 15 days of effort)
  6. This project aims to understand data owner required data model control what and how those data models need to change and how those changes can support future user data access and data maintenance (LIO Editor/Mapper/Reporter replacement) solutioning.
  7. Intake Item #289 GIS Delivery Platform Modernization FY2425 (18.2% allocation or 20 days of effort)
  8. This is an ad hoc modernization project for the GIS Delivery Platform (GDP). Work this fiscal will focus on analyzing platform monitoring analytics and operational management modernization requirements then implementing recommendations.
  9. Intake Item #321 ArcGIS Portal (27.3% allocation or 30 days of effort)
  10. This is a new highpriority project for multiple ministries. Following business needs analysis in conjunction with Esri last fiscal work this fiscal focuses on finalizing that discovery formalizing infrastructure design canvas provisioning required resources configuring then deploying a Portal for ArcGIS Enterprise deployment site (multiple environment) for multiministry shared usage. Esri is being brought in to support project work.

The successful candidate maybe redeployed to other Geospatial Ontario IT Program projects:
  1. Intake Item #288 GIS Delivery Platform Planned Maintenance FY2425
  2. This is an annually reoccurring maintenance project for the GIS Delivery Platform (GDP). Work this fiscal will focus on software patching Portal for ArcGIS implementation Geocortex to VertiGIS migration Cyber Security analysis/mitigations and platform architecture review/documentation.

The GDP is a comprehensive suite of interconnected GIS related infrastructure. It includes the hardware software and networking components required to deliver corporate applications web services data and geomatics tools. and nbsp;

As of June 2024 LIO or Land Information Ontario is now known as GEO or Geospatial Ontario.

All Geospatial Ontario IT Program projects are composed of both IT Source FeeForService and Full Time Employee resources.
Projects will maintain independent as well as Program and Corporate level governance.

Responsibilities :
  • Provides a comprehensive range of I and amp;IT business analysis services for clients with diverse business and technological needs.
  • Interacts with the business stakeholders and subject matter experts in order to understand their requirements through gathering documenting and analyzing business needs and requirements.
  • Prepares and advises on business analysis policies processes best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.

General Skills:
  • Leads and conducts business analysis in order to assess clients business problems/opportunities and documents the business requirements in such a way that I and amp;IT solutions can be determined.
  • Applies reengineering concepts to promote business improvements through alternative and cost effective service delivery approaches.
  • Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project aligning with OPS Unified Project Management Methodology Enterprise Architecture and Gating Process and OPS Standard Systems Development Methodologies Develops strategies prepares business cases and costbenefit analysis and conducts feasibility studies for business I and amp;IT initiatives.
  • Develops sound processes for requirements gathering including but not limited to JAD sessions interviews mockups etc.
  • Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and nonfunctional requirements definitions for assigned projects.
  • Monitors progress resolves problems and reports regularly to I and amp;IT management and stakeholders.
  • Develops performance measures and traceability matrices for business analysis evaluation and conducts followups.
  • Experience developing strategies preparing business cases and costbenefit analysis.
  • Experience conducting requirements gathering developing documentation including presentations and briefing notes and conducting stakeholder engagement.
  • Excellent analytical problemsolving and decisionmaking skills; verbal and written communication skills; interpersonal and negotiation skills.
  • A team player with a track record for meeting deadlines.

Desirable Skills:
