Job Description

HM Note: This hybrid role will be onsite as per the guidelines of the HM. Hybrid work arrangements are supported. Successful candidates will need to report to either the Peterborough or Toronto MNR office in order to both receive and return an Ontario Public Service imaged laptop.

Description:
Provides project management on large scale complex high profile and high risk projects for OPS I and amp;IT initiatives.
Ensures project deliverables meet clients business requirements on time scope and budget with a focus on costeffectiveness efficiencies and compliance with OPS project management methodologies and frameworks.

In this role the successful candidate will be required to lead 3 projects under the Geospatial Ontario IT Program (please see attachments for more information):

  1. Intake Item #288 GIS Delivery Platform Planned Maintenance FY2425 (40.7% allocation or 55 days of effort)
  2. This is an annually reoccurring maintenance project for the GIS Delivery Platform (GDP). Work this fiscal will focus on software patching Portal for ArcGIS implementation Geocortex to VertiGIS migration Cyber Security analysis/mitigations and platform architecture review/documentation.
  3. Intake Item #289 GIS Delivery Platform Modernization FY2425 (25.9% allocation or 35 days of effort)
  4. This is an ad hoc modernization project for the GIS Delivery Platform (GDP). Work this fiscal will focus on analyzing platform monitoring analytics and operational management modernization requirements then implementing recommendations.
  5. Intake Item #321 ArcGIS Portal (33.4% allocation or 45 days of effort)
  6. This is a new highpriority project for multiple ministries. Following business needs analysis in conjunction with Esri last fiscal work this fiscal focuses on finalizing that discovery formalizing infrastructure design canvas provisioning required resources configuring then deploying a Portal for ArcGIS Enterprise deployment site (multiple environment) for multiministry shared usage. Esri is being brought in to support project work.

The successful candidate maybe redeployed to other Geospatial Ontario IT Program projects:
  1. Intake item #197 LIO Modernize Data Maintenance (LIO Editor)
  2. This project aims to review the data editing and maintenance requirements of users and data owners across the province. Results should be combined with the discovery outcomes of items 204 and 205 to design a replacement for the legacy LIO Editor/Mapper/Reporter toolset; i.e. recommend new Geospatial Ontario data maintenance solution(s).
  3. Intake item #204 Providing Access to OPS GIS to LIO Warehouse
  4. This project aims to review the Geospatial Ontario Warehouse (authoritative geospatial data database) data access solutions against the needs of their users. The objective is to identify solutions available for decommissioning design recommended solutions for development as well as inform the development of new data modelling standards and/or the new data maintenance solution(s) (LIO Editor/Mapper/Reporter replacement).
  5. Intake item #205 LIO Data Modelling Standards
  6. This project aims to understand data owner required data model control what and how those data models need to change and how those changes can support future user data access and data maintenance (LIO Editor/Mapper/Reporter replacement) solutioning.
  7. Intake item #290 GDP Future State for LIO Modernization
  8. This project aims to explore Geospatial Ontarios future service and solution development / delivery. Work this fiscal will focus on provisioning and configuring a Raster Analytics role for ArcGIS Image Server and service delivery discovery i.e. a new flood hazard layer a new Ontario Service location layer and Ontario Parcel data access requirements.

The GDP is a comprehensive suite of interconnected GIS related infrastructure. It includes the hardware software and networking components required to deliver corporate applications web services data and geomatics tools. and nbsp;

As of June 2024 LIO or Land Information Ontario is now known as GEO or Geospatial Ontario.

All Geospatial Ontario IT Program projects are composed of both IT Source FeeForService and Full Time Employee resources.
Projects will maintain independent as well as Program and Corporate level governance.

General Skills:

  • Leads organizational development strategy development business planning and Ministry funding requests.
  • Gathers and develops requirements in order to create and maintain a detailed project schedule and/or integrated plan.
  • Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met
  • Experience developing and managing project schedules deliverables and scope
  • Ability to promote I and amp;IT project management best practices and adherence to standard methodologies
  • Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
  • Extensive experience coordinating and monitoring project processes and developing/communicating guidelines and procedures
  • Sources selects and onboards team members in various disciplines clarify roles and responsibilities and set task/deliverable/performance expectations for resources that are both OPS unionized employees as well as fee for service (FFS) consultants.
  • Resolves resourcing and interpersonal conflicts negotiates changes to resourcing ensures knowledge is shared among team members such as project objectives and deliverables are met.
  • Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates forecasts and reconciliation/confirmation of actuals.
  • Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
  • Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.
  • Establishes and participates in steering committee and stakeholder forums
  • Provides project program and/or portfolio reporting to multistakeholders at senior executive levels.
  • Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects concept definition planning implementation and closeout.
  • Promotes OPS I and amp;IT standards and best practices for project management to facilitate control of system quality adherence to standard methodology and the control of the use of I and amp;IT resources.

Desirable Skills:
  • Experience leading projects involving and nbsp;Esribased geospatial solutions ArcGIS Portal ArcGIS Online ArcGIS Server ArcGIS Image Server and nbsp;GIS infrastructure middleware maintenance services applications databases monitoring and tools.
  • Experience leading projects involving and nbsp;integrated networking technologies Microsoft Azure Oracle Spatial MS Fabric midrange server enterprise storage and personal computer system technologies.
  • Knowledge and understanding of Project Managements Institutes Project Management Body of Knowledge
  • Knowledge and understanding of Information Management principles concepts policies and practices
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
  • Ability to make recommendations on the acquisition of software hardware and technology resources
  • Experience managing and coordinating project monitoring anticipates and troubleshoots issues provides ongoing expertise resolves problems and provides project effectiveness
  • Ability to identify conflict between project and functional areas and develops responses to successfully address conflict
