You will be updated with latest job alerts via emailJob title: Safety, Health, Environment and Security (SHES) Systems LeadAssignment type: ContractWork location: Qatar OnshoreWork schedule: 6 days per week, 10 hours per dayContract duration: 36 months (with possibility to extend)Job PurposeSupport the Onshore Project EPC-2 CONTRACTOR to provide expert Safety, Health, Environment and Security (SHES) advice and guidance related to SHES Systems during all phases of the Project, to achieve the Onshore project's mission to protect its people, assets and environment.Manage all aspects of the project SHES management system, its procedures and programs, ensures the effective and efficient implementation of its associated procedures and programs, and manages the project's continual improvement of the SHES management system.Monitors the EPC CONTRACTOR(s) compliance with contractual and procedural requirements in accordance with the requirements stipulated in the SHES Instructions.Monitors the project SHES performance, reviews key performance indicators, develops improvement action plans where required and reports project SHES performance to management.Reports to Head of SHES.Direct Reports: N/A.Key AccountabilitiesSupports the Project in all SHES related disciplines and scope of work.Flexible and team-orientated.This role has key responsibilities to input into all aspects of the Onshore Project's SHES management activities for EPC-2 package and scope of work (SOW) and supports the Project Head of SHES in all his/her responsibilities.Supports the onboarding of the CONTRACTOR and SUBCONTRACTORS in terms of implementation of the SHES Management System and facilitation of the timely review approval of the contract SHES deliverables. Provide review and comment of the procedures and specifications prepared by the CONTRACTOR.Monitor CONTRACTOR, SUBCONTRACTORS and Vendors to implement and sustain the Project's SHES requirements.Monitors the project SHES performance based on agreed performance indicators and provide strategic advice and guidance for improvement of areas of the SHES Management System that are ineffective. Timely report areas of concerns to the Project Head of SHES as required.Participate in all risk management activities and workshops, including the development and implementation of suitable and effective risk control and mitigation measures for health, safety, environment and security risks, including but not limited to: Construction SHES risk assessments, Pre-commissioning, Commissioning and SIMOPS risk assessments, Security threat analyses, and other ad-hoc risk assessment activities.Responsible to manage and monitor all aspects of the Project's SHES Audit Program, including, but not limited to review planning and executing of audits, participate ad-hoc focus audits / inspections for specific SHES concerns, develops and tracks corrective action plans, identifies lessons learned, review / produces audit reports and maintain records of the audits throughout the project duration.Provides support on SHES system related guidance to the PMT SHES personnel to enhance the performance and resolve site issues.Demonstrates positive leadership through attendance at key Project activities as needed, such as; management walk-throughs, award programs, welfare events, Incident and Injury Free (IIF) activities, tool-box meetings.QualificationsHSE related NVQ Level 5, NEBOSH National/International Diploma in Occupational Health and Safety, or higher (BSc, PgCert, PgDip, MSc).OHSAS 18001/ISO 45001 Lead Auditor.TapRoot® Advanced Root Cause Analysis Team Leader (or equivalent RCA tool)Knowledge And/or Experience10 years relevant industry HSE experience, with strong focus on management systems implementation, health and safety assurancnce and auditing, and continual improvement.International project experience with Tier-1 EPC Contractors or Client, involved in the construction of onshore production facilities (i.e. greenfield and brownfield work).Sound knowledge of the project execution process in large-scale project environments (expenditure >US$ 1 Bn).
