Job Description

Overall Position Summary and Objectives

Under this task order the contractor will independently provide support services to satisfy the overall operational objectives of the National Institute of Allergy and Infectious Diseases. The primary objective is to provide services and deliverables through performance of support services.

Statement of Work Details

Provides analysis and advisory services regarding management functions.

  • Interact and work effectively with various levels of management and staff including high level executives administrative and program management personnel both internally and externally; and facilitate communication through all levels of staff by functioning as a liaison between internal departments senior management and customers.

Prepares a variety of management and administrative studies to analyze and evaluate internal procedures policies processes and systems for the purpose of improving efficiency.

  • Provide program and operations support to include planning and development of deliverables tracking milestones managing timelines preparing status reports monitoring progress to ensure adherence to deadlines and providing logistical and operational support

Reviews and comments on new or proposed changes to existing policies procedures or systems.

  • Observe operations and documents standard practices and develops new standard operating procedures (SOP) and instructions.

Prepares reports in the areas of budget procurement HR travel etc.

  • Review operational and program plans to identify necessary resources and propose actions to address gaps.
  • Prepare detailed reports based on research and findings and present at meetings and briefings.

Reviews policy and regulation that governs the activities performed in the program.

  • Prepare and review travel authorizations and vouchers for accuracy funds availability and compliance with federal travel regulations; develop detailed internal travel tracking systems; utilize reporting tools to track upcoming travel and ensure that outstanding vouchers are processed; develop and maintain standardized travel checklist; utilize standard operating procedures and job aides; utilize the Concur Government Edition CGE travel system; provide periodic guidance to travellers on updates to federal travel policies

Prepares reports and presentations for meetings.

  • Assist staff prepare briefing and presentation materials for presentation at meetings.
  • Capture meeting minutes and prepare final documentation for distribution to participants.
  • Draft reports for review and discussion at working groups and meetings.
  • Present information and status updates on projects and studies ongoing within the organization.
  • Attend program and project meetings; prepare and distribute documents and reference materials for meetings that includes recording key minutes discussion decisions and action items from meetings related to the National Interagency Confederation for Biological Research (NICBR) or DCR as requested; develop and maintain centrally stored document repository. 1

Researches and suggests developing areas of management policy.

  • Prepare correspondence reports statements of work and other highlevel documents for review and input for programs policies and activities. This includes confidential and timesensitive material related to interagency memoranda. 2

Performs indepth analysis and statistical comparison of organizational data and information.

  • Develop maintain and utilize a wide variety of data tracking systems and tools to include but not limited to spreadsheets SharePoint and shared drives dashboards etc. 3

Assist financial managers prepare annual appropriated budget requests.
