Job Description

Qualifications & Certifications

  • Education: Bachelors degree in engineering Construction Management or a related field from a recognized Chinese university or an equivalent international institution. A masters degree is preferred.

Experience

  • Minimum of 10 years of experience in project controls planning and cost management within the EPC industry with a strong focus on chemical projects.

Skill / Attributes / Competencies

  • Technical Skills: Proficient in project management software and tools such as Primavera P6 Microsoft Project and cost control systems. Familiarity with SAP or similar ERP systems is an advantage.
  • Knowledge: Indepth understanding of project management principles cost control methodologies and scheduling techniques. Knowledge of industry standards and regulations specific to chemical projects in China.
  • Communication: Excellent verbal and written communication skills in Mandarin and English with the ability to effectively interact with project teams clients and senior management.
  • Analytical Skills: Strong analytical and problemsolving skills with the ability to assess project performance and implement corrective actions.
  • Leadership: Proven leadership abilities with experience in managing and mentoring a team of project controls professionals.
  • Certification: Professional certifications such as Project Management Professional (PMP) Certified Cost Professional (CCP) or equivalent are highly desirable.

Responsibilities and Other Skills

  • Project Planning: Develop and maintain comprehensive project schedules ensuring alignment with project milestones and client requirements.
  • Cost Control: Monitor project budgets track expenditures and implement cost control measures to ensure projects remain within budget.
  • Performance Measurement: Establish and maintain key performance indicators (KPIs) to monitor project progress and performance.
  • Risk Management: Identify potential risks and develop mitigation strategies to minimize impact on project timelines and budgets.
  • Reporting: Prepare regular project status reports including schedule updates budget summaries and performance metrics for internal and external stakeholders.
  • Stakeholder Communication: Facilitate effective communication between project teams clients and senior management ensuring transparency and timely updates.
  • Resource Allocation: Manage project resources including personnel equipment and materials to optimize efficiency and productivity.
  • Change Management: Oversee change management processes ensuring that any modifications to project scope schedule or budget are properly documented and approved.
  • Continuous Improvement: Implement best practices and continuous improvement initiatives to enhance project controls processes and methodologies.
